Strategic Water Resource Manager

The City of Boise is currently searching for a Strategic Water Resource Manager who provides strategic planning, oversight and implementation of water resource programs to address water quantity and quality issues. Provides technical leadership and project management for the development of an integrated City water resources plan. Advises City’s leadership regarding water policy matters from environmental, engineering, and legal perspectives that ensure a sustainable supply of water resources. Initiates and strengthens key partnerships and serves as a liaison to local and regional water resources groups and agencies, regulatory bodies and other governmental agencies. Requires considerable independence and professional judgment in carrying out assignments.

ESSENTIAL FUNCTIONS:

Works in a collaborative manner to oversee and manage the implementation of the water resources program. Develops and implements strategic plans in support of the program’s broad goals provided by leadership and city-wide team. Oversees a range of work including research, management, planning, and monitoring, to ensure consistency with strategic goals and collaboration with key internal and external stakeholders. Initiates and strengthens key partnerships to address water quantity and quality issues with environmental regulatory agencies, the Idaho legislature, Public Utilities Commission, and Idaho Department of Water Resources. Manages planning, capital and operating budgets associated with the water resource program. (50%)

Coordinates, monitors and conducts research related to water rights acquisitions, reservoir storage, river flow protection, and irrigation infrastructure programs for the City of Boise. Oversees the City’s water rights portfolio and effectively tracks any issues/problems such as climate change, reservoir storage, management of the river flows from both an irrigation and a flood control perspective. Coordinates with various city departments and outside agencies to design, implement, and collect field data. Manages the City water rights portfolio to ensure they remain current and active. Stays current in research methodologies and scientific literature related to program disciplines. (30%)

Works on specific water quality & quantity issues, which include water supply and demand, ownership of water renewal facility effluent, and the possibility of effluent discharges outside of standard approaches. Monitors other discussions around innovative regulatory approaches such as river temperature mitigation and the various ways mitigation can be accomplished by stream habitat restoration, and diversion of effluent into canals. Participates in the development of the City’s energy planning, which includes tracking energy issues as well as energy models like community solar and net metering. (20%)

REQUIREMENTS:

Required Knowledge, Experience, And Training

Must have a Bachelor’s Degree in Water Resources, Hydrology, Engineering, Agriculture, Natural Resource Management, or Environmental Science or related field, or Juris Doctorate (JD) from an ABA accredited law school, plus a minimum of five years’ work experience demonstrating a working knowledge of water and/or natural resource management and water rights protection, or an equivalent combination of experience and/or education.

Demonstrates ability to schedule and organize work using latitude in determine approach; integrating business considerations into professional work; and to take a system approach to problem solving. Experience in project management. Ability to establish and maintain effective working relationships with employees, departments, governmental agencies, irrigation ditch companies, water rights professionals and other water user groups. Ability to prepare effective written reports and public presentations, and to work and communicate effectively with diverse groups of people, including the ability to deal courteously with the public and land and water users. Ability to lead the response to issues which may have significant but usually short-term impact on process or stakeholder groups. Demonstrated analytical and organization skills. Ability to meet deadlines with minimal supervision ability to use a variety of inventory and monitoring tools relevant to water resource management, knowledge of inventory and monitored tools relevant to water resource management. Knowledge of Microsoft Office. Ability and willing to attend evening meetings, irrigation meetings.

Preferred Knowledge, Experience, And Training

Master’s Degree in Water Resources, Hydrology, Engineering, Agriculture, Natural Resource Management, or Environmental Science or related field, or Juris Doctorate (JD) from an ABA accredited law school plus a minimum of eight years of work experience demonstrating a working knowledge of water resource management and water rights protection.

Licensed by the State of Idaho as a Professional Engineer (PE), or if licensed in another state, ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date; or Juris Doctorate (JD) with ability to obtain license to practice law in the State of Idaho.
