Senior Technical Operations Technician-Statewide

The Wyoming Department of Transportation (WYDOT) is seeking a highly-qualified Senior Technical Operations Technician. This position must be able to provide expert advice to the technicians and must go to the field to correct problems, and be able to attain all required certifications.

This position will supervise five (5) technicians who install, maintain, troubleshoot, and repair all roadside Intelligent Transportation System (ITS) devices across the state to ensure their continual operation.

**The location for this position is flexible.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Supervises assigned ITS technicians and trains new employees on new device operations, software systems, communication systems, and protocols.
  • Provides expert advice for all ITS devices, including Dynamic Message Signs (DMS), Variable Speed Limit Signs (VSL), Portable Dynamic Message Signs (PDMS), Blank Out Signs, Road Weather Information Systems (RWIS), speed sensors/traffic monitoring sensors, web cameras, Highway Advisory Radio (HAR), and Port of Entry/Weigh in Motion (WIM).
  • Performs preventive and emergent maintenance on all ITS devices which may be during high traffic or inclement weather conditions. Installation, modification, or replacement of equipment is conducted as deemed necessary.
  • Supervises and inspects all initial contractor and/or manufacturer installations, assuring accurate functionality of devices. Supervises commissioning of all new sites.
  • Performs all hiring and discipline functions; conducts performance appraisals, goal setting, and reviews.
  • Tracks employee certifications.
  • Reviews expenditures; contributes to budget process.
  • Generates purchase orders utilizing WYDOT Agile Assets system.
  • Manages inventory of spare parts and orders ITS devices or repair parts and equipment as needed. Requests RMA’s (Return Merchandise Authorization) for defective or damaged parts/equipment.
  • Maintains accurate ITS inventory across the state while staying within budgetary constraints. Researches, negotiates, and purchases parts, devices, and equipment as necessary.
  • Sends in parts for repair or replacement and provides payment for either via Accounts Payable invoicing or utilizing state purchasing credit card requiring submittal of expense reports in a timely manner.

Qualifications

PREFERENCES:

Preference may be given to applicants who currently hold the following certifications:

Electrical grounding certification

Fiber splicing certification

IMSA certifications (Level I, II, and III)

Tower climbing certification

Lift truck certification

KNOWLEDGE:

  • Knowledge and understanding of the National Electrical Code and thorough understanding of electrical theory.
  • Ability to read electrical schematics.
  • Ability to perform inspections.
  • Knowledge of RF safety principles, tower climbing, and high traffic work zones.
  • Ability to operate a lift truck and small equipment hand tools.
  • Ability to handle hazardous materials.
  • Ability to adapt to changes in technology.
  • Basic understanding of the MUTCD Work Zone Safety.
  • Understanding of wireless radio infrastructure and mapping.
  • Ability to safely and confidently perform aerial work (overhead DMS, VSL signs, RWIS devices, cameras, and speed sensors located on towers).
  • Ability to access devices remotely.
  • Cable splicing skills.
  • Negotiating skills.
  • Advanced computer skills (MS Office Suite, Windows, Citrix, specialized software)
  • Knowledge of several types of communication protocols (serial, Ethernet, Datalink, cellular).
  • Advanced networking skills; network security; IP addressing protocols; device programming.
  • Knowledge of several types of software, operating system protocols and programs (FTP, Vanguard V3, LCD Simulator, winMPC, Cohu-2.02ptx, Ace Manager, HyperTerminal, Telnet, Eltech NTC-17E Programming Software, ESS Agent, PuTTY, ScanWeb, Weavetronix, ScadaBuilder, Addeo VSL and Brick Sign Software, VPN Client, Skyline Products Software, WRIS RPU’s, Unix, and Linux).
  • Excellent customer service, and oral and written communication skills; administrative skills.
  • Strong decision-making and analytical skills; excellent troubleshooting skills.
  • Ability to prioritize; ability to work independently.
  • Strong knowledge of supervisory and motivational techniques in order to obtain the highest results from employees who possess a wide range of abilities and skill sets; as a supervisor, must be able to hold subordinates accountable for improvement and recognition when required.
  • Ability to provide effective on-the-job and formal training on a wide range of subjects to learners of diverse backgrounds and widely varying skill levels.

MINIMUM QUALIFICATIONS:

Education:
Bachelor’s Degree (typically in Telecommunications)
PLUS
Experience:
1-3 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Principal
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Principal

Certificates, Licenses, Registrations:
Some agencies may require a Class A Commercial Driver’s License

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Ability to safely operate 4-wheel drive vehicles towing trailers with a gross combined weight of up to 25,999 lbs on- and off-road during periods of inclement weather and hazardous road conditions.
  • Ability to travel distances of several miles across extreme snow covered terrain during periods of inclement weather using snowshoes or other means.
  • Subject to call-out for outage repairs 24/7 during high-volume traffic and/or inclement weather conditions to any location in the State, Utah, or Idaho DMS locations with a one-hour response time allowed for initial assessment.
  • Travel to remote and/or difficult to access communication sites by special-purpose vehicles and/or on foot, and ability to work effectively alone in remote areas at all hours in all weather conditions.
  • Ability to safely and confidently perform tower & antenna work at levels to 50′, which requires good physical conditions and verification by physical examination; ability to safely pick up and carry 50 pound items.
  • Ability to effectively manage own time and to make reasoned decisions when confronted by unusual circumstances.
