Senior Specialist – Government Relations

What Government Relations Mgmt contributes to Cardinal Health

Government Relations Management is responsible for strategic oversight and leadership direction within the Government Relations function

Accountabilities

1. CHC-PAC Development and Management Responsibilities

  • Maintain complete records and ensure compliance with all federal and state regulations for CHC-PAC registrations, filings, and activities.
  • Prepare and manage financial records such as PAC budget, receipts/disbursements and reconcile the PAC financials on a monthly basis.
  • Act as the CHC-PAC’s principal liaison with PAC vendor, actively monitoring performance and ensuring accuracy of records and reports created by PAC administrators.
  • Maintain a working knowledge of HRIS, Accounting, and Payroll departments’ processes and develop excellent internal networks so as to facilitate CHC-PAC enrollment, payroll deductions, and balance of funds.
  • Coordinate federal and state PAC disbursement budgets; assist in developing rationale for recommendations, maintain record of board members’ approval/denial and assure compliance with contribution guidelines and state/federal regulations.
  • Manage funds disbursement process, including all interface with vendors, candidates, and campaigns.
  • As requested, provide departmental analysis and recommendations on proposed recipients of funding.
  • Assist Director, State Government Relations and VP, Government Relations in the development and implementation of PAC campaigns to drive membership and increase contributions to the PAC.
  • Prepare ongoing communications and educational information to share with CHC-PAC members and eligibles
  • Update and manage government relations website with current legislative and political information.
  • Maintain a high level of understanding of legislative/political issues facing Cardinal Health.
  • Act as the liaison between the CHC-PAC Board of Directors and the Government Relations team.
  • Prepare and manage content for yearly (or other appropriate interval) CHC- PAC board meetings including, but not limited to financial statements, receipt and disbursement charts, budget proposals and contribution updates.

2. Legislative Monitoring, Grassroots and Compliance

Legislative monitoring

  • Monitor and track healthcare and business legislation in all 50 states and in Puerto Rico.
  • Manage a legislative tracking system for all state and federal health and business legislative activity of interest to Cardinal Health.
  • Prepare analysis of pertinent legislation.
  • Prepare legislative status reports on legislation by issue impacting the company.
  • Assist with development of talking points and white papers on legislative issues impacting the company
  • Participate as assigned in activities with associations/coalitions on legislation of significant interest to Cardinal Health.

Grassroots

  • Assist with coordination and preparation of site visits to Cardinal Health facilities with legislators and/or legislative staff, when and where appropriate.
  • Update and enhance state-by-state guide (matching of CAH facilities and key facts)
  • Assist in the development Government Relations materials including brochures, one-pagers (state profiles), letters, PAC enrollment forms and issue updates

Compliance

  • Assist in managing a system of compliance with state laws and rules pertaining to registration and reporting of lobbying activities, political contributions and gifts to public officials.
  • Maintain procedures for campaign finance and lobbying reporting requirements.
  • Maintain procedures of compliance with state ethics rules and regulations.

3. Political education program

  • Develop and implement “Get Out The Vote” campaign during federal election years, including voter registration for domestic associates
  • Develop political education calendar of events
  • Assist with political speakers events including the Cardinal Health Candidate Fair (every 2 years)

Qualifications

  • Undergraduate degree in related field
  • Minimum 3 years of PAC and legislative experience
  • Working knowledge of state government legislative process and ability to read legislation
  • Keen knowledge of PAC regulatory guidelines at the federal and state levels
  • Political sensitivities/insight
  • Ability to work under pressure of shifting priorities; ability to follow through with multiple projects
  • Strong interest in legislative and political process
  • Enthusiasm and creative approach to fundraising and employee engagement
  • Excellent organizational skills
  • Demonstrated problem-solving skills
  • Possess tact and diplomacy to work well with every layer of management
  • Experience working with elected officials, staff and/or government agencies
  • Exceptional interpersonal skills to establish and maintain strong relationships with internal and external audiences
  • Excellent written communication and oral presentation skills
  • Highly proficient w/ Microsoft Word, Excel and PowerPoint
  • Willingness to travel approximately 10%
