Senior Project Manager – Fixed Term Maximum – 3 years

Purpose

This position is a fixed term contract position for three years. The Sr. Project Manager’s primary responsibilities will be to complete the engineering and procurement phases on a program of flare system and heater projects. The Program consists of a wide variety of small to large, “brownfield” Capital projects ranging $0.5mln to $10+mln TIC (Total Installed Cost) for the Shell Convent Refinery. Focus of this position is Project Management of complex Mechanical, Civil, and Instrumentation projects utilizing the Shell Project Work Process.

Accountabilities

The Sr. Project Manager manages a wide variety of small to large Capital projects ranging $0.5mln to $10mln TIC (Total Installed Cost) for the Shell Convent Refinery. Focus of this position is Project Management of complex Mechanical, Civil, and Instrumentation projects utilizing the Shell Project Work Process.

– The Sr. Project Manager has the primary responsibility for Front End Development (FED), procurement, execution of Detailed Design and Construction, HSSE, cost, schedule and quality. This includes execution of other processes such as MOC and PSSR. The position is responsible for developing proposals for contract engineering support in collaboration with operations, process, and discipline representatives/he . In addition, the Sr. Project Manager will assist with mechanical start-up plans and procedures, provide technical support during start-ups, support training, and assure documentation and knowledge transfer.

– The Sr. Project Manager is accountable for the overall success of his/her assigned projects. He/she has the primary responsibility for execution in accordance with the Shell Project Work Processes as they apply to front end development, detailed design, and construction. This includes a lead role in establishing engineering, procurement, and construction strategies. Responsibilities also include:

Strong Field presence and Safety Interventions

Utilize Fit for Purpose, Risk based approach in application of Capital Project Work Process and Project Phase Deliverables, basis project size/complexity/risk

* Development of project investment proposals and economics

Full Project Team and Stakeholder alignment at each project stage gate

* Provide accurate monthly updates of forecasted project spend

Mentor, lead and coach the project team to deliver projects that exceed our metrics in Safety, Cost, Schedule and Quality

* Assure proper Engineering Standards are applied in project design and execution

* Develop strong working relationships through all levels of the organization, locally and with corporate Stakeholders

* Demonstrate strong communication and engagement skills, locally with site leadership and externally with corporate project challenge sessions

* Assure project delivery is aligned with other site work processes including MOC, ESP, Training and Procedures

* Perform benchmarking of all projects using IPA or proxy standards

– Ownership of, and accountability for, all assigned project estimates, schedules, and outcomes. This is regardless of who originates, checks, updates, communicates, or executes the work. Therefore, the Sr. Project Manager is the final approval authority for estimates, plans, schedules, and for any proposed changes or deviations. He/she must be the champion of responsive customer support, reliability, p50 estimating and a No change mindset on his/her assigned projects.

Requirements

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • Bachelor’s degree in Engineering
  • Minimum of ten (10) years experience in a project engineering or similar role with successful completion of multiple projects and a minimum of having lead 2 or more projects greater than $10Mln.
  • Minimum of five (5) plus years experience in Refinery/Petrochemical Project Management.
  • Experience with projects on Flare systems, Heater and Furnaces and Turnarounds is key.
  • Hands on experience supporting project delivery with the Shell Project Work Process or similar gated project process.
  • Experience leading/facilitating MOC’s in a project delivery process.
  • Use and application of Shell Engineering Standards in project delivery, preferred.
  • Managing or supporting project cost and scheduling processes using Primavera P3 and/or P6, preferred.
  • A practical working knowledge of refinery/petrochemical processes, process equipment and general project procedures, preferred.
