Job Description:

SCOPE OF SERVICES:

The consultant will develop and enhance the OTPS Accrual System, a .NET based web application. The application allows agency users to accrue data and clear it.

Duties will include:

• Develop enhancements to the system to support the Finance division
• Work closely with the project manager and tech lead to develop the application
• Develop Microsoft SQL 2008/2012 database and .NET services and forms.
• Develop user interface utilizing the latest 4.5 .NET technologies.
• Perform unit testing for all code.
• Work closely with all team members to ensure system is working properly.

MANDATORY SKILLS/EXPERIENCE

• Strong experience with C#, ASP.Net, and .NET Framework 4.5 (minimum 4 years of .net experience).
• Strong experience with T-SQL code in SQL Server 2008/2012 environment (minimum 5 years of experience) including complex stored procedures, views, and triggers. Must be able to understand performance issues and trade-offs.
• Experience with J-Query required.
• Experience with UI design required.
• Experience with Angular
• Experience with MVC
• Ability to comprehend, implement and test complex business rules.
• Experience in multi-tier Web-based application (minimum 3 years of experience).
• Understand basic design patterns.
• Proven track record of unit and system testing own code.

DESIRABLE SKILLS/EXPERIENCE:

• Proficient in creating SSRS 2012 reports.
• Proficient in creating SSIS packages.
• Experience in Microsoft team foundation server environment.
• Experience collaborating with cross functional teams on large-scale projects.
• Ability to quickly learn and understand basic Accounting and Budgeting concepts and related data.
• Familiarity with DOHMH Financial Systems.
• Familiarity with NYC Financial Systems such as FMS.
• Project experience with any NYC Technology initiatives.
