DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

This individual will plan and perform system administration, design and development to provide technical expertise in the areas of Oracle Fusion Middleware and Service Oriented Architect (SOA) support. Assist with the technical development of other IT personnel. Provide technical advice regarding the identification and resolution of SOA web services application problems. Oversees the architect, design and configuration of the SOA cluster environment, including Development, QA, Disaster Recovery, and Production. Oversees the design, implementation, testing, maintenance and upgrades of application interfaces. Works closely with other team members, application developers, and business process owners throughout the organization.

RESPONSIBILITIES

Perform system administration to maintain, support and monitor Oracle Fusion Middleware including, but not limited to, the following tasks:

  • Install/Configure/Patch/Upgrade Oracle Fusion Middleware components in a cluster environment
  • Design and implement technical solutions using Service Oriented Architecture design
  • Perform periodical upgrades/migration of minor and major releases of the technology stack (SOA, OSB, Web logic Server) from Oracle and as approved by PWE
  • Manage Oracle Web Logic domains in a cluster environment
  • Manage integrations, Business Process Management (BPM), Oracle HTTP, and Oracle Metadata Repository
  • Monitor/Troubleshoot/Diagnostic problems in Oracle Fusion Middleware
  • Perform performance tuning to maximize the response time for real time production instances
  • Identify and own architectural and other technically based risk, escalating to the business as appropriate
  • Determine operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions
  • Prepare and install solutions by determining and designing system specifications, standards, and integrations.
  • Improve operations by conducting systems analysis; recommending changes in policies and procedures.

Perform development of web services and business processes using Oracle SOA Suite, Oracle Service Bus (OSB), BPEL, Mediator, etc. including, but not limited to, the following tasks:

  • Design, develop, deploy, test and maintain technical objects that exist in SOA production environments, e.g., web services, system designs and integrations.
  • Create process flows, high level functional and detailed technical design specifications from business requirements
  • Evaluate requirements from functional specifications and create efficient technical integration designs.
  • Gather business requirements and recommend industry best practices and work with functional knowledge holders.
  • Document and demonstrate solutions by developing flowcharts, layouts, diagrams, charts etc.
  • Analyze current integrations/legacy code including performance, diagnosis and troubleshooting of problem integrations, and design solutions to these integrations.
  • Mitigate significant risks associated with integration projects, which have a high technical complexity and/or involve significant challenges.
  • Conduct system analysis and development to keep systems current with changing technologies.
  • Develop new requirements, analyze current implementations and processes, and make recommendations which yield a more cost effective product.
  • Manage development, distribution and baseline approval of all documentation and products related to business requirements and their interpretation.

WORKING CONDITIONS The position is physically comfortable; the individual has the discretion about walking, standing, etc.This is a Department of Public Works & Engineering Emergency Management position at the Tier 1 Level.

MINIMUM REQUIREMENTS:

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field. Usually has advanced technical certifications that demonstrate mastery of a specialized application.

MINIMUM EXPERIENCE REQUIREMENTS

At least six (6) years of technology experience supporting applications are required. Advanced certifications and/or greater than six (6) years applicable experience may be substituted for up to two (2) years of the education requirement.

MINIMUM LICENSE REQUIREMENTS

Requires a valid Texas Driver’s License and compliance with the City of Houston policy on driving (AP 2-2). PREFERENCES: Preference will be given to applicants with strong skills in solving complex problems, and are customer focused in meeting user needs in a timely and efficient manner. Skills and experience in Unix and Linux are highly desirable. Must have experience in managing Oracle SOA 11G Fusion Middleware technologies including BPEL, OSB, WSDL, XSLT, WebLogic, BAM , B2B, JSON, XML and other web standards.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualification necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
