Senior Finance and Contract Analyst

Organization Overview

The International Economic Growth Division manages projects that are pioneering new approaches to agriculture, food security, climate change, and competitiveness—as well as monitoring and evaluating projects within these sectors. We work throughout Africa, Asia, Latin America, and the Middle East for chiefly governmental clients, including the US Agency for International Development (USAID), the Millennium Challenge Corporation, the Inter-American Development Bank, the Asian Development Bank, the World Bank and the Bill & Melinda Gates Foundation.

Opportunity

Abt Associates seeks a qualified Senior Finance and Contract Analyst to support the International Economic Growth Division in Maryland.

Key Roles and Responsibilities

  • Prepare consultant agreements; ensure all backup information is according to Abt and client’s standards. Identify tasks and activities that require client’s approval.
  • Review and negotiate terms and conditions with vendors and other suppliers. Create complex modifications to subcontracts and work with contract ops if necessary.
  • Define contract management procedures; inform and train employees and contractors.
  • Ensure compliance to contract/subcontract requirements.
  • Create and update monthly Oracle reports; create, maintain and analyze reports to track budget and funding. Provide F&A Manager with financial data measurements of financial performance.
  • Provide division management with backlog and revenue projections. Prepare monthly progress reports for client as required in contract.
  • Create financial tools. Approves expense reports, purchase requisitions and vendor/subcontractor invoices from employees and subcontractors. Ensure that tracking tools are up to date and contain all correct rates and salaries.
  • Develop revenue plans for new projects and advise on plan revisions for existing projects; provide status, such as budgets and projected expenditure, information to project team leads. Assist in field office budget development, or, for smaller projects, develop field office budget.
  • Prepare cost and pricing proposals for new subcontracts. Determine, with input from Division management, the business management objectives and ensure feasibility within the terms of the contract.
  • Conduct risk analysis; initiate improvements; review non pricing risk factors, such as conflict of interest, and develop solutions. Prepare financial data for contract reviews.
  • Track submission of contract deliverables; ensure Project Director or quality control has reviewed.
  • Prepare RFQ’s, review quotes and assist in selecting vendor, prepare justification. Review all purchase requests to ensure compliance to the contract.
  • Coordinate travel for staff and consultants.
  • Actively involved in recruiting for the field office or consultant. Ensures compliance to the internal Abt procedures and informs field hiring managers.
  • Provide training and guidance on the use of the Abt, contract and /or client’s standards and financial systems; provide training on office administrative issues; organize regular F&A meetings with (field) staff.
  • Support new site start up by providing guidance on administration policies and procedures.
  • Provide general administrative support to the field offices. May oversee the contract and finance activities of field employees.
  • Initiate follow ups with client’s project management and provide clients with regular progress reports.
  • Manage one or two major components of the Finance & Contract administration; support management directly; liaison with client’s project management officers.
  • Initiates and develops processes for administration and administrative improvements independently.
  • May supervise lower level Finance & Contract administrators and/or local project administrators.

Preferred Skills / Prerequisites

  • Experience with the clients’ regulations and administrative system (USAID, EPA, private industry); project management experience required; applicable language skills preferred; international experience preferred.

Minimum Qualifications

  • BA/BS Degree with 6 years of experience OR the equivalent combination of education and experience
