Senior Business Analyst

Act as an information conduit between stakeholders, customers, developers, architects, and subject matter experts.

  • Assist the project managers and customer departments with organizational change efforts
  • Apply problem solving and critical thinking skills across a variety of projects and assignments
  • Lead efforts to recommend IT solutions by creating or evaluating business practices, workflows, diagrams, culture, products, and objectives, that meet the needs and requirements of the customers, and leverage investments in IT infrastructure and software applications.
  • Facilitate/design sessions that document the ‘as is’ and/or the ‘to be’ processes and procedures of business operations and integrate customer provided subject matter expertise.
  • Work closely with Project Managers and customer departments to assess, plan, and implement new solutions based on business process analysis, methodologies and principals.
  • Manage inventory of business processes across the City Enterprise.

    Required Qualifications:

    Required Education

    Bachelor’s Degree in Business Administration, Computer Science, Public Administration, or the equivalent.

    Required Experience

    Five years of related experience that has included business analysis, business process re-engineering and project management

    Licenses/Certifications

    N/A

    Equivalency

    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Background Check

    The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

    Selection Process

    The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    This position is not represented by a collective bargaining agreement.

    The eligible list will expire 2 months after being established.

    Knowledge, Skills and Abilities:

    • Strong background in managing the design, analysis, selection, and implementation of business solutions.
    • Good knowledge of the Microsoft Office Suite (especially Visio and Excel) and SQL
    • Ability to establish and monitor policies, procedures, and standards for business analysis, business process engineering, and software configuration.
    • Strong negotiation and mediation skills.
    • Strong written and verbal communications skills.
    • Good customer service skills and the ability to work effectively with department staff of different personalities and skill sets.
    • Presentation and meeting facilitation skills.
