    This position is located in the Office of Audit, which is a major operating component of the Office of Inspector General at the Railroad Retirement Board (RRB). The Office of Inspector General was created legislatively for the purpose of improving government operations and programs through (1) promoting economy, efficiency, and effectiveness and (2) preventing and detecting fraud, waste, and abuse. The Office of Audit assists in carrying out this mission by performing the following types of audits of RRB programs and operations: Financial Statement Audits, Financial Related Audits, Medicare Audits, Information Technology & Security Audits, Economy and Efficiency Audits, and Program Audits.

    The incumbent serves as an Senior Auditor who functions as the Auditor-in-Charge on audits at the headquarters level of the RRB. Prepares or assists in the preparation of individual audit plans. Based on the written audit plan oversees performance of work in the following areas: data gathering, analysis, and summarization; reviewing policies and procedures to assess compliance of program operations; and preparation of audit documentation. Prepares or oversee the preparation of draft and final audit reports. May provide direction to one or more auditors assigned to assist the incumbent in an audit. Ensures that all work is conducted in accordance with Generally Accepted Government Auditing Standards and RRB OIG policies and procedures.

    Responsibilities

    Duties include but are not limited to the following:

    • Assist in identifying new areas of audit significance to be added to the Audit Universe through review of Railroad Board operating plans.
    • Resolve questions and issues that develop during the audit or refer to the matter to higher authority for resolutions.
    • Review all audit working papers for adherence to Generally Accepted Government Auditing Standards(GAGAS) including the tests of sufficiency, completeness and relevancy.
    • Direct improvement to the audit working papers as necessary to meet the audit objectives and requirements of GAGAS.

    Qualifications

    MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

    BASIC REQUIREMENT

    In order to qualify for this position, applicants must fulfill the basic requirements via one of the two options below:

    Education: Bachelor’s degree in accounting or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") NOTE: Applicants must submit supporting transcripts.

    OR

    Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. NOTE: Applicants must submit supporting transcripts. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. NOTE: Applicants must submit supporting certifications.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.     MINIMUM QUALIFICATIONS

    In addition to meeting the above basic requirement, applicants must meet ONE the following minimum qualifications.

    GS-13

    In order to qualify for the position at the GS-13 level, applicants must meet ONE of the requirements as described below:

    Specialized Experience: One year of specialized experience equivalent to at least theGS-12 level in federal service that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

    • Prepare or direct the preparation of individual audit programs; directing a team of auditors on complex financial or program areas; participating in audit entrance and exit conferences;
    • Monitor progress, approving minor deviations from audit program, etc.;
    • Approve all draft audits reports;
    • Ensure that all audit work-planning, performing, and reporting meets the requirement of the generally accepted government auditing standards.
