Senior Application Developer/Programmer (Job ID: WR 1741 ADM)

CCI is looking for an on-site senior application developer(s) that will provide assistance to the Water Quality Program’s Lead Developer on redevelopment of PARIS in the Microsoft technologies listed, provide maintenance/enhancement assistance to other Microsoft applications if needed and provide mentoring/training of entry-level developers. This work will be under the technical direction of the Water Quality Program’s Lead Developer, and will be subject to periodic design and code review by the Lead Developer.

CCI is seeking senior level programming expertise and knowledge to assist staff with the completion of the remaining development work to replace its existing Permit and Reporting Information System (PARIS). The application is being redeveloped from an Oracle to a Microsoft SQL based system. Ecology is also looking for guidance and support of the application during the rollout of the new system and the stabilization period after implementation.

The Water Quality Program has undertaken the job of converting the existing Oracle database/application of PARIS to Microsoft technologies. This conversion has been underway since 2014. Currently, we are completing the programming of the user interfaces and backend processes. The anticipated remaining work from July on will be to fix remaining critical bugs that have been revealed in our testing, assist with the implementation, fix bugs that our discovered after implementation, make any adjustments to the code to improve efficiency and response time, and serve as a programming resource during the stabilization period.

The Candidate will help with the following:

  • The application developer(s) will maintain/enhance applications related to the PARIS and its related Water Quality Web Portal, including identifying requirements, design, development, testing, data migration, documentation, training and implementation, including performing analysis, system design, maintenance, programming, quality assurance, troubleshooting, problem resolution for the statewide complex computing application, data access/retrieval, and multi-functional database
  • The application developer(s) will need to develop an understanding of the customer’s business needs, including working with the Water Quality program staff becoming conversant in the customer’s business
  • The application developer(s) will be expected to assist the program in training entry-level applications

The Candidate will produce deliverables as follows:

  • Collect Requirements: The candidate, in collaboration with Ecology IT staff and Ecology business area experts, will create detailed requirements of changes and enhancements to the Paris 3 application.
  • Computer Programming: Write or modify computer code in order to make changes or enhancements to the Paris 3 application as directed by
  • Documentation: The candidate will document all tasks in TFS and ensure that no programming occurs unless an approved task is entered into TFS.
  • SQL Programming: The candidate will develop or make modifications to SQL Server Integration Services (SSIS) packages as directed by Ecology’s Lead Developer.
  • Mentor Ecology Staff: The candidate will work with Ecology IT staff during the development of Paris 3 application to ensure understanding of the system architecture and knowledge transfer on technologies to Ecology’s IT team.
  • Testing: The candidate will complete Unit Tests for key application components.
  • Implementation Assistance: The candidate will provide technical advice and guidance on production deployments as requested Ecology’s Lead developer by the system to production.
  • Knowledge Transfer: The candidate will provide technical briefings of Ecology’s IT staff to transfer knowledge.

Mandatory Qualifications and Experience

  • Must have 5 years of programming experience with ASP.Net, C#, .NET Framework, ADO.Net, Visual Studio.Net, and Object Oriented Programming.
  • including stored procedures, SQL Server Integration Services (SSIS) development, and SQL Server Reporting Services (SSIS).
  • Must have 2 years HTML5/CSS3, JavaScript, JQuery and Windows Communication Foundation services.
  • Must have experience working with users and other technical staff in an iterative design and build project environment using Scrum and agile project management techniques.
  • Must have ability to work directly with other team members in a strong team oriented environment.
  • Have provided these types of technical services for at least 5 years:
  • Proven success in providing maintenance, enhancements and development assistance to state IT teams involving using web services to communicate between applications this includes both publishing using native XML database Web Service and consuming web
  • Proven success in providing for mentoring/training of entry level developers on Microsoft-based applications.
  • Experience in estimating the time and cost in providing services for enhancements and data
  • Proven ability to efficiently meet work orders agreed to.
  • Highly Desired Experience and Qualifications:
  • Experience developing environmental or scientific information systems.
  • Using web services to communicate between Microsoft applications and Oracle
  • Performing data migration and clean up associated with transferring data from an Oracle database to a Microsoft
  • Experience in working with Telerik controls
