      and is part of the AL DCSOPS JFHQ, National Guard.

      ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED
      : This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.

      The primary purpose of the position is to serve as Chief, Special Security Office for the state. Administers the Special Security Office (SSO) and all SCI-associated security programs and measures. Provides detailed research and analysis on physical, computer, and personnel security. This position requires a comprehensive working knowledge of intelligence support operations, procedures, and practices.

      *INDEFINITE APPOINTMENT: THIS POSITION WILL BE FILLED AS AN INDEFINITE APPOINTMENT FOR AN UNSPECIFIED PERIOD OF TIME. THE INCUMBENT MAY BE TERMINATED UPON RECEIVING A 30 DAY NOTICE. SHOULD THIS POSITION BECOME PERMANENT, THE INDIVIDUAL MAY BE CONVERTED TO PERMANENT STATUS WITHOUT FURTHER COMPETITION (AND UPON RECOMMENDATION OF SUPERVISOR AND APPROVING AUTHORITY).

      Responsibilities

      AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITION:

      AREA 1:
      All permanent Alabama Army National Guard civilian excepted technicians currently employed.

      AREA 2:
      All drill status/M-day personnel in the Alabama Army National Guard.

      AREA 3:
      All U.S. citizens or individuals eligible for membership in the Alabama Army National Guard.

      As a SECURITY SPECIALIST, GS-0080-11, you will perform the following duties:

      (1) Initiates and implements policies and procedures required to manage sensitive compartmented information (SCI) programs and to protect SCI resources. Acts as resident expert on all SCI security matters. Functions as the technical authority in all other areas of classified security and classification guidance. Duties require incumbent to maintain currency on a variety of different security program interrelationships, requirements, regulations and guidance in order to apply this knowledge to protect SCI facilities and materials from espionage, sabotage, and destruction.

      (2) Establishes policies and procedures for accomplishment of SCI protection and security. Develops goals and objectives that integrate organizational missions and security requirements. Researches, interprets, analyzes and applies Presidential Executive Orders, Director Central Intelligence Directives (DCIDs), Defense Intelligence Agency Manuals, DoD Manuals, Army / Air Force Manuals, Army Regulations / Air Force Instructions, and local Operating Instructions.

      (3) Serves as the SCI Control Officer responsible for establishing, managing, and controlling all collateral and SCI classified information and material within the Sensitive Compartmented Information Facilities (SCIFs) affecting the Unit’s mission. Ensures SCIFs comply with all applicable construction and physical requirements, standards, and regulations as delineated by higher headquarters.

      (4) Works directly for the intelligence unit commander/Senior Intelligence Officer (SIO), reporting on the administration of the Special Security Office and SCI-associated security programs. Determines the need for, development of, and maintenance of current Memorandums of Agreement with organizations to ensure adherence to security standards. Serves as the principal advisor to the intelligence unit commander/SIO on SCI, physical, computer, information, personnel, and administrative security. Recommends or makes changes in unit security policy and directives, based on personal analysis of very general policy directives and objectives. Affects waivers to established guides to meet command operational requirements

      (5) Manages and directs the activities and personnel of the unit Special Security Office. Plans and supervises work accomplished by assigned subordinates. Sets and adjusts short-term priorities and prepares schedules based on organization priorities and missions. Accepts, amends, or rejects work presented by subordinates.

      (6) Appoints Local SCI courier officials that have a requirement to courier SCI on base and coordinates with the Defense Courier Service (DCS).

      (7) Administers the SCI security clearance program for all assigned personnel, ensuring all required clearances are up-to-date and completed. Tracks and administers SCI clearances for all in-processing personnel to ensure mission readiness. Terminates or transfers SCI clearances for out-processing personnel. Provides SSO services for other units located within the same geographic area. Incumbent meets with key customers to assess customer satisfaction and resolve problems that arise. Ensures that subordinates provide customer guidance and training.

      (8) Provides oversight of unit and SSO security self-inspections and presents detailed and comprehensive reports with corrective action taken to the unit intelligence commander/SIO. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures to improve their quality, timeliness, and efficiency.

      (9) Represents the intelligence unit to a variety of installation and functional areas, including national-level organizations. Incumbent interfaces directly with DoD, Defense Intelligence Agency, National Security Agency, Defense Intelligence Agency, US Army, US Air Force, Air Intelligence Agency, major commands, combatant commands, and other national-level agencies to evaluate, guide, and adjust unit programs to meet changing security needs and requirements as personally assessed or as directed.

      (10) Performs other duties as assigned.

      Military Requirements:

      Qualifications

      GENERAL EXPERIENCE
      : All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.

      SPECIALIZED EXPERIENCE
      :
      Defined as progressively responsible work that demonstrates the candidate’s full competency (Knowledge, Skill, Ability, and Behaviors) to perform tasks and responsibilities as described in the pertinent position description. It includes military administration, military security, and/or personnel management experience that prepares the applicant to perform the duties and responsibilities to achieve the required competency levels as defined by the applicable position description.

      Experienced in managing and conducting security police programs at a military installation or facility to include perimeter security, ground defense, conventional weapon systems security, law enforcement, training, resource protection, information security, personnel security, industrial security, wartime information security, and security classification management. Experienced and skilled in managing, planning, organizing, and directing security police activities to support activities such as; security, resource protection, law enforcement, and information security programs. Competent in developing, managing, and coordinating contingency plans for confrontation management, post or base defense, information and personnel security and resource protection plans. Skilled in managing and coordinating the deployment of personnel and individual and unit equipment. Experienced in managing, developing, and implementing policies to ensure program effectiveness and efficient use of personnel and equipment. Skilled in coordinating detailed procedures and instructions forsuch functions as prevention of unauthorized entry of restricted areas and mission essential resources, use of personnel and equipment. Experienced in managing and administering security police training programs and able to conduct electronic physical security equipment plans to ensure the most efficient and economical devices are implemented to achieve required levels of security consistent with existing threat levels. Experienced and knowledge capable to manage and administer the squadron’s programming and budgeting actions for initial acquisition, modification, and replacement of security police facilities, vehicles, equipment, and other resources. Experienced in managing security police personnel in emergency operations, including security, law enforcement, and air base defense; crash and disaster control activities; and civil or internal disorders. Capable of managing and analyzing security police facilities, sensor and alarm systems, vehicles, weapons, and other equipment to ensure operational effectiveness. Experienced in performing difficult technical security police functions. Very skilled in reading and assessing security and law enforcement reports and statistics. Competent in managing and evaluating security police weapons to ensure maximum effectiveness. Experienced in completing an analysis of newly developed equipment and weaponry. Have an extensive working knowledge of programming and budgeting actions for acquisition,

      modification and replacement of security police facilities, vehicles, and equipment. Competent in monitoring and managing security police programs through inspections, reporting systems, and observation. Experienced in completing and publishing program evaluations, such as record charting; and, analyzing the status of discipline, reports of crimes, security violations, and traffic incidents involving other military and civilian members. Experienced in managing and destroying classified material. Experienced in performing and enforcing Security Forces duties, that may include apprehending and detaining violators of laws, rules, and regulations and turning these violators over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.

      KNOWLEDGE, SKILLS, AND ABILITIES:

      –Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems.

      –Ability to develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

      –Knowledge of a broad range of security program relationships, and expertise in information, personnel, and physical security to effectively implement, integrate and administer applicable security programs and/or coordinate with other specialized security programs.

      –Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.

      Education
      Qualifications are not based solely on time. Qualification factors include experiences in any of the seven program disciplines; and, in other civilian and military security or intelligence programs. A candidate’s competencies (knowledge, skills, and abilities) are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria and unit assignment requirements are always followed. The applicant’s total military service experiences, military and civilian performance records, resume, training certificates, and educational accomplishments must show possession of the competencies needed to fully perform security force protection, intelligence, information protection or anti-terrorism, or other security level analysis work.

      Higher Education Degrees are Allowed as Substitutions
      for specialized experiences in the seven organizational disciplines of Series GS-0080, Security Administration, as applicable. The qualifications required to perform the Series GS-0080 Security Administration duties and responsibilities were identified through the applicable position descriptions and each military position’s assigned and compatible Army and Air Force military skill sets. To successfully qualify for a Series GS-0080 position description, the applicant must qualify for awarding of the designated compatible military skill assigned to the applicable Series GS-0080 position description. A military skill set is determined by the applicable service classification and qualification requirements.
