Security Specialist

LinQuest is seeking a Security Specialist to join our security team in El Segundo.

The U.S. Air Force Space and Missile Systems Center (SMC), supports a variety of military space requirements including space system acquisitions, space mission management, launch services coordination, and ground system development. We are seeking a Security Specialist to support the Management Operations, Enterprise Architecting, Test and Validation, Integration, and Systems Engineering (METIS) contract.

The candidate shall fulfill the role of the METIS program serving as a Security Specialist, which requires daily coordination with government security managers, government and military personnel, contractors and METIS Security team members. The position will require performance of Personnel Security, Industrial Security, Information Security, Operations Security and Physical Security.

Responsibilities:

Personnel Security-

  • Monitor and document status of all the security clearances of government personnel (military/civilian) within the Joint Personnel Adjudication System (JPAS) system and notify the individuals (and their supervisor) of upcoming security re-investigations prior to the expiration of each clearance; review all security clearance investigation packages; prepare, review and process interim security clearance request packages
  • Review the current Unit Manning Document (UMD) and verify the appropriate Security Access Requirement (SAR) code matches the security clearance level of the individual(s) assigned to the position, as shown in JPAS; and review and process Sensitive Compartmented Information (SCI) requests
  • Archive, safeguard and disposition personnel security reports and records; conduct training for Electronic Questionnaire for Investigations Processing (e-QIP) completion; prepare and transmit a Foreign Visit notification to Foreign Disclosure Office (FDO); process outgoing foreign travel requests through the Aircraft and Personnel Automated Clearance System (APACS) and screen each travel for the transfer of military information; monitor APACS until travel is approved and report to the traveler
  • Prepare, conduct and document in/out-processing actions, personnel security training, foreign travel briefings, SCI debriefings and Top Secret Attestations; and process Non-Disclosure Agreements for Government personnel

    Industrial Security-

  • Review incoming visit access requests, verify security clearances and visiting personnel in support of classified meetings and discussions; review draft, interim, modified and final DD Form 254s

    Information Security-

  • Review the Security Operating Procedures and Emergency Action Plan annually, assess changes in technologies, threats, vulnerabilities, risks, operations, countermeasures and capabilities; document findings and submit inputs/changes for approval and integration
  • Conduct training for personnel on the handling, marking, safeguarding and accountability of classified information; conduct an annual inventory of Top Secret holdings. Issue and control DD Form 2501, Courier Cards; prepare courier authorization letters; prepare official courier designation letters, courier instructions and exemption letters for personnel couriering on commercial aircraft
  • Complete a Security Termination Statement for Government personnel; and schedule and monitor quarterly classified document destruction

    Operations Security-

  • Conduct an annual review of the Critical Information Lists (CILs) and Operations Security (OPSEC) plan based upon changes in technologies, threats, vulnerabilities, risks, operations, countermeasures and capabilities
  • Conduct an annual OPSEC assessment; conduct OPSEC assessments of information, plans, exercises, demonstrations, briefings, papers, web pages and articles submitted for publication or releasable to the public and prepare, conduct and document OPSEC training

    Physical Security-

  • Update, maintain, and submit access control lists for each secure facility; update and maintain lock/safe combinations for each secure facility
  • Provide open/close training; review the Fixed Facility Checklist, Physical Security Plan and the TEMPEST addendum for each SCIF annually
  • Conduct semi-annual alarm tests and response force testing for the secure room & SCIF facilities. Perform routine inspections, end-of-day checks, random searches of personnel & equipment entering/exiting facilities; and report security equipment malfunctions

    Required Experience:

  • 1+ years of experience working as a security professional in one or more of the following areas either Personnel Security, Industrial Security, Information Security, Operations Security and/or Physical Security
  • High school degree minimum

  • Must have an active TS/SCI clearance to be considered for this position
  • Eligibility for access to Special Access Program (SAP) Information and willingness to take a Counter Intelligence Polygraph

    Preferred Experience:

  • Masters degree or equivalent experience in a security related field
  • Undergraduate degree; technical
  • Experience working with military and other government security representatives, and FFRDC (e.g. Aerospace) representatives
  • Experience with SCIF management
  • Experience as a SSO, FSO, or SSR
  • Center for Development of Security Excellence (CDSE) training certifications -Security Fundamentals Professional Certification (SFPC), Physical Security Certification (PSC) or security training courses
  • JPAS and/or DISS experience
  • Be familiar with security policy/manuals:
    DoDM 5105.21 Sensitive Compartmented Information (SCI) Administrative Security Manual, Volumes 1-3
    DoDM 5200.01 DoD Information Security Program, Volumes 1-3
    DoDM 5205.07 Special Access Program (SAP) Security Manual, Volumes 1-4
