JOB SUMMARY

We are looking for a safety consultant to help drive our agency towards accomplishing this vision. We need our team to be versatile and forward thinking about tackling problems, to think about problem solving “outside the box” and have a combination of passion and technical skills for continuous improvement. The Occupational Safety Consultant will divide it’s time between the primary duty of managing the internal occupational safety and health program for ADEQ and the secondary duty of providing training and other duties as assigned to support ADEQ’s staff.

Major Responsibilities:Safety Program Development:

  • Develop, coordinate, implement, and maintain a comprehensive Agency-wide occupational health and safety program designed to prevent injury, occupational illness and damage to property.
  • Develop agency-wide and/or program specific safety and health directives
  • Maintain agency safety related manuals, including preparation and distribution of appropriate updates.

Safety Program Compliance:

  • Determine applicability of administrative and regulatory requirements and other health and safety laws and implement applicable regulations and standards.
  • Maintain current knowledge of state and federal legislation, regulations and practices in safety and health and advise agency management regarding the impact on agency operations.

Safety Program Training:

  • Establish and implement safety training objectives.
  • Develop and provide safety/health related training.
  • Maintain records and a data base of employee training, medical examinations, licenses, and certifications.
  • Organize safety meetings/groups

Safety Program Hazard Analysis:

  • Assess facility and site inspections or drills, job hazards analyses, and other evaluations to identify hazards and potential risks.
  • Make recommendations to managers as required and implement appropriate corrective actions.
  • Conduct audits of corrective actions to ensure compliance with regulations and corrective action.

Safety Program Continuous Improvement:

  • Participate in state occupational safety and quality management committees and work cooperatively with other federal, state, and local agencies on occupational and quality assurance risk management issues.
  • Continuously develop the safety program to increase effectiveness, efficiency, and simplicity.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge:
Knowledge of OSHA, ADEQ, ADOSH laws, ordinances, rules and regulations on occupational safety and health.

Knowledge of principles and practices of budget preparation and administration.

Knowledge of principles and techniques of employee training.

Knowledge of principles of hazardous materials and waste management, RCRA and OSHA classifications.

Knowledge of safety compliance and general liability risk management issues.

Knowledge of Microsoft Office including Outlook, Word, Excel, PowerPoint, and Access.

Skills:
Strong customer service skills.

Excellent interpersonal, written and oral communication skills.

Excellent problem-solving skills and attention to detail.

Abilities:
Ability to communicate clearly and mediate, negotiate, and facilitate resolution of projects, problems, or issues.

Ability to compile and interpret legal, economic, scientific, and technical findings in order to prepare a narrative with statistical reports with supportable documentation.

Ability to plan, organize, promote, and implement a comprehensive health/safety program.

Ability to build and maintain positive working relationships with ADEQ employees and contractors.

Ability to develop and recommend policies and procedures; assemble and interpret statistical data.

Ability to prepare reports and manuals interpreting and summarizing technical and/or complex information for use by less knowledgeable individuals.

Ability to identify, plan, conduct or provide for training of agency staff in a variety of safety, health and other risk management related areas.

Ability to act quickly and calmly in emergency situations; analyze situations quickly and objectively and to determine proper course of action.

PREFERRED QUALIFICATIONS

A bachelor’s degree in safety engineering, occupational health, environmental health, industrial engineering, or a closely related field.

5+ years of experience in areas such as safety, accident prevention, environmental health, industrial hygiene or occupational risk management.

Certification as an Associate in Risk Management, Associate Safety Professional, and/or Certified Safety Professional is desirable.

ESSENTIAL FUNCTIONS

Essential functions of all State ADEQ positions include:

  • Regular and predictable attendance, adherence to State of Arizona and other applicable Standards of Conduct, and any Agency specific policies, procedures and practices.
  • Knowledge of or ability to learn and apply LEAN concepts, principles and tools used to create and deliver the most value from the customer’s perspective while consuming the fewest resources, and engaging people in continuous problem solving.

LICENSING, CERTIFICATIONS, AND OTHER REQUIREMENTS

Driver’s license – Possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks. Must maintain acceptable driving records and must complete any required driver training (See Arizona Administrative Code R2-10-207.12)
