The Risk Manager is under the direction of the Executive Counsel. The RM is responsible for the administration, monitoring, record management and maintenance of all insurance policies retained by the Parish, including but not limited to: health, life, dental, worker=s compensation, general liability, flood, and property.

  • Administer the Parish Risk Management Program including tasks such as:

o Overall decision making and management of claims, claims evaluation, subrogation, COI’s, loss control and Workers Compensation

o Processes claims

  • Identify contractual risks and set appropriate insurance requirements accordingly

o Evaluate exposure

o Develop necessary department and parish policies

  • Train, cross-train, direct and supervise staff

o Oversee work products, manage work flow, evaluate employees and make salary recommendations and position changes

  • Keep abreast of risk trends, P&C insurance, and WC related issues

o Develops safety education programs and coordinates the implementation of same.

o Reviews accident reports and workers compensation claims to determine and assist in choosing the best course of action; determines trends and risk assessment.

  • Manage insurance coverages, policies and annual renewals

o Responsible to develop specifications and review proposals of all insurance policies and programs for the Parish.

o Works closely with the Parish=s designated Agents and Third Party Administrators to insure that the best interest of the parish is represented at all times.

o Analyzes loss data, prepares statistical studies and summarizes financial loss data.

o Develops and maintains all Parish Insurance Accounts and Budgets and develops the cost for same for each department.

  • Evaluate properties, set appropriate values [buildings, improvements, contents]

o Maintain schedule of properties, vehicles and equipment

o Works closely with the Finance Director to insure that all audit requirements are met for the depreciation of Fixed Assets.

  • Any other duties as assigned by the Executive Counsel.

Competencies: Employee must be able to operate basic office equipment, office computer, and other specialty equipment needed for the position. Employee must have strong verbal and written communication skills and organizational skills. Must be able to communicate clearly with staff and general public and provide clear, concise, and accurate information. Knowledge of: Microsoft Office Suite to include Word, Excel, Outlook, and PowerPoint, Excellent organizational and time management skills.

Work Environment : The incumbent works in a typical office environment with little or no exposure to unpleasant environmental conditions or hazards. Primary functions are limited to an office environment. Occasional duties may require travel or working in non-office environment.

Physical Demands: Sedentary work. Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.

Required Education/Qualifications : The employee must have an Associate’s Degree and a minimum of four (4) years’ experience in Risk Management for a governmental/public agency. Employee must possess knowledge of insurance coverage, liability and legal procedures regarding the law suits and claims against the Parish and of statistical analysis, data compilation and accounting methods. Employee must have the ability to interpret insurance and legal documents. Employee must have ability to negotiate settlements and mediate disputes and have knowledge on safety procedures and prevention measures. Employee must have knowledge of budget development and administration. Employee must be able to supervise others.

POSITION MEETING REQUIREMENTS : The incumbent may be required to attend Parish meetings before, during and after business hours.

Location: Hwy 59 Administrative Complex

Salary Range: $32.35 hr. – $40.29 hr. ($63,082.50-$78,565.50 Annualized)
