Risk Analyst – Workers' Compensation

Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job plus four (4) years experience in assigned areas of risk analysis/management or commercial insurance underwriting.

Experience may substitute for the education up to the maximum of four (4) years.

Notes to Applicants
This position will provide daily program oversight of all functional areas of the City’s Workers’ Compensation (WC) program. This involves oversight of the Third Party Administrator (TPA), Utilization Review Agents, Bill Review Agents, Pre-authorization Agents, auditors, legal representatives, medical secondary payer processes, etc.
Other duties include:

  • Review a variety of complex reports for adverse trends, unusual activity, quality assurance standards, and report discrepancies to ensure that the WC program is being managed properly by the TPA and administered in accordance with contract stipulations.
  • Write and issue Requests For Proposals for both the Third Party Administrator and the Third Party Audit firm that conducts comprehensive audits of the WC program. Evaluate firms proposals, participate in the selection of the firms to be used and oversee program implementation with any new firms selected.
  • Attend Division of Workers’ Compensation administrative hearings, as appropriate.
  • Investigate, evaluate and report on legislative bills that impact WC and also on TDI DWC activities and industry movements that may impact and affect how injuries are managed and costs contained by the City.
  • Benchmark with other cities in order to document recommend WC program best practices.

$27.34 – $35.41 per hour

Preferred Qualifications
PREFERRED QUALIFICATIONS

  • Minimum of three years of experience working in the Texas Workers’ Compensation arena at the carrier or Third Party Administrator level as a claims supervisor or account manager
  • Texas Workers’ Compensation adjuster license
  • Knowledge of and interface with Bill Review and Pre-Authorization
  • Experience using either Carrier or Third Party Administrator paperless database systems
  • Experience writing/issuing Requests For Proposals (RFPs)
  • Experience developing procedures or SOPs.
  • Knowledge of the both certified and 504 networks in relation to the WC system and local environment
  • Broad knowledge of both sworn personnel line of duty leave and salary supplement programs is beneficial
  • Proficient in Microsoft Excel

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Conducts analysis of potential risks to the City and recommends risk management techniques and actions minimizing or transferring exposures and financing losses.
2. Coordinates property and casualty insurance programs and recommends changes in policy forms, coverage, and deductibles. Coordinates property loss control engineering.
3. Researches industry best practices and writes requests for proposals to secure the services for self insurance and risk management functions.
4. Assists in the development of Requests for Council Action.
5. Develops and implements systems and procedures to ensure that vendors are in compliance with all contractual provisions.
6. Compiles and analyzes self-insurance and/or premium costs, industry and reserve trends and benchmarks, performance-based incentives, and statistical data.
7. Provides recommendations for new initiatives and program improvements. Develops insurance program processes and procedures for implementation of City wide insurance programs.
8. Analyzes contracts between the City and outside vendors and determine the scope and provisions of all insurance coverage and provisions required by the City.
9. Develops and markets training seminars with line department personnel relating to property and casualty insurance programs.
10. Provides consulting to departments and the public on insurance coverage reviews, interpretations of coverage, property and liability exposures, and causes of loss.
11. Completes property valuations (physical appraisals) for insurance and participates in discussions with departments and carriers to evaluate findings.
