Battelle is seeking a Research and Development Manager to support a Battelle proposal to the U.S. Department of Energy’s National Energy Technology Laboratory (NETL) in Morgantown, WV . This position is a Key member of the Battelle leadership team, will report directly to the Battelle Program Manager. NETL manages research for the Department of Energy’s Office of Fossil Energy, and is responsible for advancing cost-effective and environmentally sound technologies to meet the nation’s fossil energy challenges. NETL develops technologies and processes that answer pressing energy issues by developing and demonstrating technologies and processes that address fossil energy’s environmental impacts and optimizes domestic energy production, transportation and use, and provides our Nation’s policymakers with the scientific information they need to make sound energy policy.

JOB DESCRIPTION :

  • Ensuring high quality R&D support to the NETL Research & Innovation Center (RIC). The RIC has overall responsibility for NETL’s R&D program
  • Works with Battelle Program Manager and NETL senior management Develops and implements strategic and operational business plans which define the market focus and operational services the assigned group will provide to clients
  • Develops and maintains relationships with government agencies, and national and international industry and academia to plan, develop, and execute research, development, and deployment programs in fossil energy and cross cutting programs
  • Manage a multi-disciplined staff of approximately 120 engineers and scientists supporting research in the analysis, design, and testing of power generation systems, fossil energy production and other energy-related work as required by the client
  • Performs manpower planning and assures appropriate staffing levels and skill mix commensurate with the business. Directs and organizes staff assignments to various projects. Staff and facility locations include Albany, OR; Morgantown, WV; and Pittsburgh, PA.
  • Responsible for the overall financial performance of the assigned group including attaining gross business volume, net income, and intellectual property goals as well as maximizing profitability, cost control and investment decisions. Manages resource expenditures including percent time on project for staff, capital equipment, marketing, and internal research and development budgets.
  • Manages human resource activities such as developing recruiting strategy and hiring staff, establishing performance goals and appraising performance, and providing opportunities for career development. Manages relationships of staff and other groups. Oversees necessary training and mentor opportunities for staff
  • Maintain & grow strong relationships with other researchers to assess gaps, identify opportunities to improve performance and assist with determining current and future R&D needs.
  • Manage the use of state-of-the-art technical resources and capabilities associated with performance of the research
  • Ensure that Environmental, Safety, Health and Quality (ESH&Q) for all employees is a top priority across all locations.

THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION :

  • 10 or more years’ professional R&D management experience supporting energy research programs in industry, academia or national laboratory environment
  • Advanced degree in a petroleum engineering; materials engineering, industrial engineering, mechanical engineering, electrical engineering, chemical engineering, physics, or related discipline.
  • Deep understanding of one or more of the following application areas: thermal science; gas separation & purification; reactive flow & diagnostics; combustion reactor design; or energy system dynamics & control
  • Demonstrated business acumen, including significant experience interacting with multiple organizational levels
  • Demonstrated experience and ability to set priorities in a large complex institution
  • Experience with commercialization and technology transfer of research & development
  • Specific experience with the following: high performance computing, carbon capture, use and storage (CCUS), gasification, gas turbines, fuel cell systems, pressurized oxygen combustion, chemical looping, and sensor & control methods for combustion energy systems
  • Proven ability to develop, capture and perform Government research & development

Note: Position is contingent upon contract award and funding. Anticipated award is third quarter 2017. Relocation expenses are negotiable.
