Regional Director – Middle East & West Africa

Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Regional Director – Middle East and West Africa. Reporting to the Europe, Middle East & Africa (EMEA) Area Vice president, the Director for Middle East and West Africa (Director MEWA) is the most senior position in these regions and is supervising the national directors in Lebanon, Jordan, Egypt, South Africa, Cote d’Ivoire, Liberia, and Lesotho.

This position will be remotely-based within South Africa. Some of the responsibilities included but not limited to:

  • The Director MEWA will explore new program operational structure and map out transitional elements and develop new strategies and programs, and at the same time ensure business continuity in these regions.
  • The Director MEWA role assists the Area Vice President and members of EMEA ALT with transitioning to the new strategies and programs in line with GI 25 installation plan in EMEA.
  • This role has overall accountability and responsibility for the strategic, programmatic, financial and management operations.
  • The position articulates, communicates and advocates the HFHI mission and vision and leads the implementation of the organization’s strategy and business plans in the region.
  • Supporting, guiding and informing the EMEA AVP, EMEA ALT and Senior Management Country Teams (SMT), this position provides overall leadership to the countries’ management.
  • The role implements policy, develops strategy, builds strategic partnerships and resources the HFHI entities work to ensure sustainability of a large supporter base and implementation of country programs.

  • Key Responsibilities:

    Operations Management and Fundraising

  • Responsible for the annual planning and budgeting, manage the implementation of the plan and reporting of measurable outputs country programs.
  • Overseeing program development and management in these regions, ensure implementation of projects in accordance with HFHI standards and procedures. This includes identification of communities and development partners, and owning and managing these relationships.
  • Identify and introduce best practices to achieve high standards for operating with excellence.
  • Oversee the National Directors and the Senior Management Teams in Lebanon, Jordan, Egypt, South Africa, Lesotho, Liberia, and Cote d’Ivoire.
  • Provide technical assistance to in-country project teams as well to HFHI SMEs.
  • Review NO applications for resource allocation and motivate to HFHI for management decisions.
  • Foster accountability through monitoring and reviewing of targeted program operations.
  • Provide HFHI and other internal stakeholders with various reports that may be required from time to time.
  • Participate in assigned global program initiatives and projects, and ensure that there is a close working relationship with relevant departments in EMEA and with HFHI staff in other offices.
  • Identify and escalate potential organizational risks.
  • In accordance with HFHI grant acquisition process, support targeted country programs in fundraising efforts, and in particular.
  • Participate in Funding Opportunity Assessment for select country programs.
  • Support resource development efforts: monitor existing development plans, introduce new funding ideas for in-country programs and contribute to regional initiatives.
  • Represent HFHI’s business development interests at relevant meetings, events, and within development partner-specific peer networks.
  • Compliance

  • In consultation with the EMEA Area Office, ensure the fiscal, legal and programmatic integrity of the organizations.
  • Implement effective internal controls while improving processes and policies in support of organizational goals. Formulate and implement departmental and organizational policies and procedures to deliver effectives and efficiency in operations, monitoring adherence to rules, regulations and procedures.
  • Relationships and advocacy

  • Support the development and implementation of a communications strategy to promote the organization programs and brand in the region.
  • With the support of HFHI Advocacy Unit, lead in development and implementation of an advocacy strategy to promote policies and systems that advance access to affordable housing locally.
  • Represent HFHI with the INGO network and participate in roundtables and discussions.
  • Brand protection

  • Brand positioning / pre-positioning: Liaise with internal and external stakeholders, developing strong relationships with central and local government authorities, partners, researchers and other relevant stakeholders.
  • Brand Representation – Representing the organization at national and local events, and in meetings with sector stakeholders and donor visits.
  • Contribute to development of partnership models and promotion of HFHI programs and achievements.

  • The Director MEWA will be supervised by the EMEA Area Vice President who will have the responsibility to set or vary deliverables and monitor the performance.
  • Other related duties as assigned by supervisor. Success Criteria: Indicate the metrics or other standards that will be used to measure success in this role.
  • Key Requirements:

  • Bachelor’s degree, Master’s preferred in International Development, Policy, Urban Planning, or related field.
  • 10 with at least 5 in management.
  • Experience with institutional donors including USAID, European Commission and DFID including a proven record of both winning and executing projects.
  • Regional experience within West Africa and the Middle East.
  • Management of teams and experience operating in a matrix structure.
  • Fluency in English.

    Preferred:

    Technical background in urban planning, housing policy, international development or a related field.
    Experience operating within a federated network.
    Experience on NGO Boards of Directors.
