About the Job

We are searching for an innovative and strategic professional to join the Talent Acquisition Division of the Indiana State Personnel Department. The TA team works collaboratively to coordinate and administer recruitment activities to support state agencies in a shared services HR model. The Recruitment Consultant will partner with hiring managers and Human Resources Generalists to create effective strategies for filling positions across varied functional areas. The Recruitment Consultant will assist in the development and implementation of division initiatives and hiring process improvements.

A Day in the Life

  • Provide extensive high level recruitment assistance to assigned state agencies by leading and executing all efforts to support agency hiring needs
  • Serve as a full life cycle recruiting consultant that requires the ability to identify and attract top-quality, diverse individuals through creative recruiting solutions, cold calling, networking, referrals and advertising
  • Build relationships to effectively gauge needs and influence hiring decisions with assigned agency human resources team and hiring managers
  • Devise and execute comprehensive workforce staffing plans to forecast agency staffing needs
  • Develop and execute comprehensive sourcing plans to create candidate pipeline
  • Educate and train state staff and applicants on employment program guidelines, purposes and policies within the SPD
  • Represent Indiana state government at career events across the state, including at colleges and universities
  • Serve as a technical consultant for assigned programs and PeopleSoft Talent Manager Recruitment Solution

What We’re Looking For

Six (6) years’ experience or education in full life cycle recruitment and/or familiarity with a shared services Human Resources operation, education may be substituted for experience.

  • Results oriented, problem solvers, consultative, creative and collaborative
  • Able to manage multiple projects with overlapping deadlines
  • Able to initiate and maintain an extensive networking relationships both within and outside of state government
  • Able to research, investigate and analyze specific topics related to program areas and produce reports for management as needed
