Recreation Program Coordinator

Under direction, oversees and coordinates various operations, services, and activities of an assigned recreation program including either aquatics, indoor centers, child and youth programs, adult and youth league sports, or special City events; implements program goals and objectives; oversee assigned part-time and seasonal staff; and performs a variety of administrative tasks in support of assigned area of responsibility, such as programs for seniors , which this position will have a major focus.

Examples of Essential Functions:
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Oversee and coordinate various operations, services, and activities of an assigned recreation program including either aquatics, indoor centers, child and youth programs, adult and youth league sports or special City events, such as Senior Programs.

Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing assigned recreation program services; implement policies and procedures. Monitor program performance; recommend and implement modifications to systems and procedures.

Coordinate and promote assigned recreational programs and activities; participate in recruiting, selecting, training, motivating, and evaluating assigned part-time, contractual, and volunteer employees; provide staff training; work with employees to correct deficiencies; evaluate assigned staff; initiate disciplinary procedures as appropriate.

Ensure proper operation and maintenance of assigned facilities. Schedule maintenance for assigned areas including cleaning, sweeping and vacuuming; maintain records and develop reports concerning recreation activities.

Monitor activities for assigned recreation program; ensure adherence to safe work practices and procedures.

Collect and account for program fees and registration; maintain appropriate financial records and prepare state and federally mandated reports.

Coordinate and supervise special events; contact local corporations to sponsor and/or participate; compile and distribute statistics of special events.

Assist in the coordination and promotion of City sponsored events; hire and supervise food and beverage vendors, craft vendors and entertainment; arrange for rental needs including restrooms and lighting.

Promote and coordinate specific activities within the assigned recreation program; prepare program event and facility marketing material including news releases, flyers, schedules of events, pamphlets and brochures.

Oversee and schedule usage of assigned facilities including halls, recreation centers, community centers, swimming pool, City parks and sports fields; provide information and assistance to users of facilities; explaining policies, rules and regulations of facility use; monitor and inspect assigned facilities after use; schedule maintenance and secure facilities.

Maintain records and develop reports concerning new or ongoing programs and program effectiveness; prepare statistical reports as required.

Participate in the preparation and administration of assigned budget; submit budget recommendations; monitor expenditures.

Respond to requests and inquiries from the general public; provide information regarding assigned recreational program area. Perform related duties as required.

Minimum Qualifications:
The following generally describes the knowledges and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of :
Basic operations, services and activities of the recreation program to which assigned. Methods and techniques of planning, organizing, implementing, and coordinating assigned leisure and recreation program, activity, or class.

Principles and practices of recreation program development and implementation. Methods and techniques of special events planning and coordination.

Principles and practices of coordinating, maintaining and scheduling facilities. Marketing theories, principles and practices and their application to the assigned recreation program. Program content for specialized community activities.

Techniques used in public relations and customer services practices.

Basic methodology of organizing groups, programs, and services in the recreational setting. Rules and equipment used in assigned recreation program area.

Office procedures, methods, and equipment including computers. Principles and procedures of record keeping.

Principles of business letter writing and basic report preparation.

Principles and practices of fiscal, statistical, and administrative research and report preparation.

Basic principles of municipal budget preparation and control.

Basic principles of supervision, training, and performance evaluation.

Appropriate safety precautions and procedures within the area of assignment. Pertinent federal, state and local laws, codes and regulations.

Ability to :
Coordinate and direct assigned recreation programs. Assist in the coordination and promotion of City sponsored events.

Develop, coordinate, organize, and conduct assigned recreation programs, activities, events, or classes in assigned area. Recruit, select, train, and evaluate part-time, contractual, and volunteer staff.

Supervise, direct, and coordinate the work of part-time, contractual, and volunteer staff.

Understand community needs in recreational areas and evaluate activities according to those needs.

Recommend and implement goals and objectives for providing assigned recreation services. Elicit community and organizational support for assigned recreation programs. Interpret and explain City policies and procedures.

Allocate limited resources in a cost effective manner.

Respond to requests and inquiries from the general public.

Assist in the preparation and administration of assigned budget.

Operate office equipment including computers. Maintain program related records, statistics, and documents.

Prepare clear and concise schedules and reports.

Work in a team based environment to achieve common goals. Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education/Training : Equivalent to the completion of the twelfth grade supplemented by college level course work in recreation, leisure services, public administration, business administration, or a related field.

Experience : Three years of increasingly responsible experience supporting the activities and operations of a recreation program including one year of administrative responsibility.

License or Certificate : Possession of an appropriate, valid driver’s license.

Environment : Work is performed primarily in a standard office environment and at indoor and outdoor recreational facilities; travel to different locations; incumbents may be exposed to inclement weather conditions and may have some contact with chemical agents used in pool maintenance; work and/or walk on various types of surfaces including slippery or uneven surfaces; extensive public contact; incumbents may be required to work extended hours including evenings and weekends.

Physical : Primary functions require sufficient physical ability and mobility to work in an office and recreation facility setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of transportation; and to verbally communicate to exchange information.

EMPLOYEE/VETERAN PREFERENCE (In the Event of Tie Scores)

In the event of tie scores resulting from an open competitive examination, employees will be provided a rank preference in the following order: employees with established veteran status shall be given the first preference, non-veteran employees second preference and non-employee veterans third preference. A candidate who desires to claim veteran’s preference must, at time of application, submit documentation of honorable discharge from the United States Armed Forces. This preference will only be administered in the event of tie scores. Documentation must be submitted at time of application.

APPOINTMENT & CERTIFICATION

Appointments to positions in the City’s Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person’s rank on an eligible register. The current certification rule in effect at the time a request is received by the Civil Service Commission will be used to refer names. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.

PROBATIONARY PERIOD

As the final step in the selection process, newly promoted employees serve a probationary period of fixed duration to show their ability to perform the work.
