Public Service Administrator – Opt 1

Description of Duties/Essential Functions

Under direction, serves as the Manager of the Personnel Office for the Division of Family and Community Services (FCS). Directs a comprehensive personnel program serving FCS employees. Provides advice and consultation to FCS management, personnel liaison staff and staff located throughout the state specific to, but not limited to interpretation of personnel and DHS rules, regulations, collective bargaining master and supplemental agreements and applications, personnel, classification, hiring and selection and related matters. Develops and maintains performance and outcome data for all human resources activities. Directs the Statewide Ethics Training and Sexual Harassment Training for the Department. Serves as a full-line supervisor.

Minimum Requirements

Requires knowledge, skill and mental development equivalent to completion of four years college with course work in human resources, public or business administration. Requires three years progressively responsible administrative experience working with the Personnel Code, Personnel Rules, Pay Plan, DHS Administrative Directives and various Union Contracts. Requires extensive knowledge and experience in data collection and analysis and database development. Requires extensive knowledge of Excel.

Anticipated Started Salary Range – $90,000 – $105,000
