PUBLIC SAFETY LOGISTIC MANAGER

STARTING SALARY RANGE: $55,263.00 – $74,548.50

GENERAL DESCRIPTION:
Performs responsible professional and administrative work involving planning, developing and managing the logistic support system for the Department of Fire & Rescue (DFR) warehouse or Police Department warehouse. Work involves managing the centralized supply warehouse, providing short and long-term emergency incident support with facilities, equipment and supplies.

Work is performed under general supervision of a Fire & Rescue Battalion Chief and Police Administrative Services Division Manager. Supervision is exercised over subordinate personnel.

TYPICAL TASKS:
General Tasks:
Manages the day-to-day operation of the Department’s centralized warehouse and distribution facility;

Manages the logistics function for operational support;

Provides sufficient central warehousing capacity to support the day-to-day operations for long-term support operation, work-space, service tools, parts inventory and equipment reserves;

Plans and develops regional logistical operations and logistic annex for the emergency operations plans and coordinates with other governmental organizations;

Supervises and coordinates the work of subordinate personnel; and establishes and reviews schedules to ensure successful utilization of staff;

Reviews and evaluates subordinate performance and makes recommendations related to personnel actions, counseling and training;

Plans, develops and implements leads to preparedness for all scales of emergency;

Provides on-site logistical support for operating first responders during emergency incidents;

Coordinates and receives all equipment delivered by the vendors and purchased through procurement;

Makes critical decisions in forecasting for logistic operations including procurement, stored materials, incorporating acquisitions, shipping, warehousing, inventory control and transportation;

Manages the Breathing Apparatus Program which includes inventory, maintenance, and testing on an annual basis to adhere to Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) regulations, if applicable to the position;

Manages all aspects of equipment purchased through grants by the Department of Homeland Security, Urban Area Security Grant and U.S. Fire Administration Fire Act Grant, if applicable to the position;

Prepares and administers Police logistics wearing and non-wearing apparel budgets, if applicable to the position;

Plans and administers the specifications for major Police equipment and clothing purchases to include the evaluation and administration of applicable contracts, if applicable to the position.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles and practices of logistic operations; thorough knowledge of the policies and procedures of procurement; thorough knowledge of the principles and practices of warehouse management; thorough knowledge of principles and practices of inventory control and warehouse records management; thorough knowledge of equipment, materials and supplies in area of assignment; thorough knowledge of the principles and practices of supervisory techniques; thorough knowledge of breathing apparatus or ballistic vests; general knowledge of budget preparation and administration, skill in motivating, developing, and directing people as they work; ability to plan, organize, assign, train and evaluate the work of subordinates; ability to keep accurate records of materials and supplies; ability to analyze problems, identify alternative solutions, project outcomes, and implement solutions to achieve goals; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with County employees, vendors, customers and the general public; ability to perform logistical functions on emergency incidents; ability to provide establish inventory control procedures; ability to operate computer for use of software inventory control program.

Education and Experience

Any combination of education and experience equivalent to an Associate Degree in Business Management, Business Administration or a related field; and 3-5 years of related work experience as a warehouse manager or logistical manager.

Experience in military logistics or quartermaster work may be substituted on a year-for-year basis for the Associates degree, and work experience.

Special Requirements

Must pass employment physical examination;

Must pass a criminal background check.

Must possess a valid driver’s license;

Must pass DMV record check.

Fire & Rescue Requirement:
Effective October 2012, mandated by the Virginia State Board of Health 12VAC5-31-540, VA EMS Regulations require a criminal background check conducted by the Central Crime Records Exchange and the National Crime Information Center via Virginia State Police; and a driving record transcript from the individual’s state Department of Motor Vehicles.
