The Emergency Management Specialist II position will lead the operations activities of the Public Health Emergency Preparedness and Response program through operational planning, maintenance of the training and exercise programs, and integration into the Emergency Management Group of Montgomery County. This position is expected to support staffing of the Emergency Operations Center (EOC) when Emergency Support Function – 8 (Public Health and Medical) is required by the Office of Emergency Management and Homeland Security. This position will also develop tactical plans based on existing high level strategy documents, processes or plans.

Minimum Qualifications:

Experience: Thorough (five (5) years) applicable professional experience in emergency management and/or public safety plans and practices; disaster recovery; hazard mitigation; exercise planning and coordination.

Education: Bachelor’s degree from an accredited or university in such fields as emergency management, public safety, public administration, or a related field.

Equivalency: An equivalent combination of education and experience may be substituted

Preferred Criteria:

Resume must include information specific to the preferred criteria listed below. Make sure that your resume references your knowledge, skills, and abilities as they relate to the preferred criteria. Ideally, the preferred criteria should be addressed in a separate section in your resume.   • Experience performing public health response activities, such as participating in Emergency Operations Center activations, Public Health Command Center activations and mass prophylaxis efforts.
  • Experience developing and maintaining training and exercise programs for Public Health Emergency Preparedness and Response program, including delivery of training and conducting regular internal activation drills.
  • Experience and knowledge related to Incident Command System and National Incident Management System.
  • Experience and knowledge with principles that govern the development and conduct of emergency preparedness exercises and drills, including Homeland Security Exercise and Evaluation Program (HSEEP).

Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either “Qualified” or “Well Qualified.” The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a “Lateral Transfer” candidate and may be considered for interview. Note: In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates. Maximum Salary: 107,657 USD
