Project Manager – Data and Analytics

Under general direction, to lead and manage the development of department data and analytics strategy and implementation plan, including development of community indicators, metrics, data collection and analytics for the department, including the Human Services Strategy, Homelessness Strategy, external community funding programs, and other work plan projects. This includes research and development of indicators, metrics and data collection methods and program and data integration and analysis to assess progress on community goals and project priorities; collaboration with department and city teams; lead indicator and metrics development for department with community partners on joint projects.

DUTIES & RESPONSIBILITIES:

1. Leads and manages the department’s data management efforts in strategic planning and policy development related to community indicators, data and metric development, data collection systems, and data integration. Serves as Human Services resource in cross-departmental and community partnership efforts related to data and policy analysis, process facilitation and problem solving.

2. Establishes department policies related to data management. Recommends, participates, and facilitates in development of policy changes and systems improvements. Ensures appropriate and meaningful data collection and analysis and coordinates with other city and community partner staff on standardized data collection and development of policy.

3. Provides data analysis and measurement, performs analysis on trends and performance outcomes. Performs research and analysis by collecting and synthesizing data and information; serves as departmental representative for data and analytics to internal and external stakeholders; Develops reports and presentations for the Department, the City Manager, City Council and public requests for information

4. Manages department projects related to metrics, analysis, open data, and dashboard development. Coordinates development, integration and analysis of data to be used for program measurements and evaluation. Develops and writes complex written documents and reports for internal and public purposes. Identifies, collects and compiles relevant sources of local state, federal and other data to assess community conditions and needs, and long-term impacts of the department’s work plan.

6. Accesses primary research to analyze emerging trends in human services, and current local/regional/national conditions to improve city processes which will increase capacity and service quality.

7. Manages related consulting contracts.

8. Other: • Performs related duties as required to meet the needs of the city.

• Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.

• Responsible for knowing and complying with all city and department policies;

• Participates in professional trainings and development; and adhering to attendance and workplace attire policies.

Generally, duties are listed from most to least critical or time consuming.

QUALIFICATIONS:

REQUIRED MINIMUM QUALIFICATIONS:

Bachelor’s degree in Public Administration, Business, Information Technology, Data Analytics, Statistics, or related field, plus at least six years progressively responsible management experience in data or information management in a government or similar large organization, or an equivalent combination of education and/or experience. Demonstrated high level administrative, planning and organizational skills. Demonstrated successful project management experience and analytical, problem solving, and critical thinking skills. Demonstrated high level skills in using computer software, data bases and other analytics tools. Strong written and verbal communication skills, including the ability to produce high quality, complex presentation documents. Excellent customer service and public relations skills. Detail oriented. Ability to manage time well, work well in a fast paced environment and meet deadlines. Demonstrated skill in establishing and maintaining effective working relationships at all levels of the organization. Ability to maintain high level of confidentiality. Working experience with business computer applications including presentation graphics, databases, and word processing programs, including experience with Word, Excel, and PowerPoint. Ability and willingness to attend occasional evening meetings. Have and maintain acceptable background information including criminal conviction record.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:

Master’s degree in a related field. Experience in municipal government. Knowledge of human services systems.

Physical and Mental Effort : Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Ability to work under stress from deadlines and public contact.

Work Environment : Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.

Machines and equipment used include, but are not limited to the following : Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
