The mission of the Center for Health Information and Analysis (CHIA) is to enhance the transparency of the Massachusetts health care system and to provide objective, reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access and outcomes. CHIA is the agency of record for Massachusetts health care information and acts as the principal repository for health care data collected by the Commonwealth and is responsible for maintaining such data in a secure payer and provider claims database, known as the Massachusetts All Payer Claims Database (MA APCD). By law enacted in 2012, CHIA was established as an independent agency of the Commonwealth. Prior to the passage of this law, many of the functions and responsibilities of CHIA were performed by the Division of Health Care Finance and Policy.

The Project Manager for CHIA is an exciting opportunity to work with Massachusetts Center for Health Information and Analysis. The Project Manager will manage all aspects of complex projects from inception to conclusion. The successful candidate will be driven and enthusiastic and want to make a tangible impact on a critical component of the Commonwealth’s healthcare reform program.

This position will remain open until filled with preference going to those who apply within the first 14 days. The full time salary range for this position is $80,000-$90,000 annually.

Detailed Duties:

Reporting to the Director of the Project Management Office the Project Manager will:

  • Create and manage the project delivery schedules for the various CHIA initiatives
  • Create and manage a master schedules containing the critical path for CHIA projects
  • Manage risk, action items, issues, and dependencies for each project
  • Manage Project Management Office dashboard
  • Coordinate project meetings and hold team members accountable for delivery of project tasks
  • Provide status reporting to management and respond to inquiries about projects
  • Adhere to CHIA’s project development lifecycle
  • Create reports as required that allow ease of use and consumption
  • Integrate project management best practices into daily activities

Qualifications:

  • Minimum of 10 years of experience working in an IT environment
  • Minimum of 5-7 years as a Project Manager managing technical and/or application development projects.
  • Experienced in Waterfall and Agile technologies
  • Proficient in the use of MS Project, Excel, Word, Power Point, and Visio
  • Demonstrated ability to communicate effectively both orally and in writing
  • Ability to work within a team atmosphere and as an individual contributor
  • Ability to manage multiple projects simultaneously and to respond to changes in priorities in a flexible manner
  • Strong organization and leadership skills
  • Ability to understand business related issues and potential impact to project scope and timeline
  • Experience delivering projects on-time, within budget and within scope
  • Strong customer-service background to resolve user requests and maintain vendor relations
  • Ability to identify, isolate and communicate issues and risks as needed
  • Ability to develop procedures, standards and guidelines used throughout the agency

Preferred Qualifications:

  • Experience working in a healthcare environment or public agency
  • Bachelor’s degree or equivalent work experience
  • CAPM or PMP certification
