This position performs civil engineering work in the planning, design, and construction of municipal capital projects. The incumbent serves as lead engineer for assigned projects and performs project management responsibilities including coordinating and/or directing the work of consultants, city project team members, other city departments, outside agencies as well as other external stakeholders such as franchise utilities and private developers.

The work performed by this class requires incumbents to apply advanced professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review. Judgment may be exercised in developing designs and design criteria, planning projects, interpreting data from technical documents, determining appropriate methodology to use, and overseeing projects from design through construction.

  • Leads and manages the design and construction of engineering elements related to public facilities, transportation, surface water, sanitary sewer, and waterprojects including developing project scope, budget and schedule.
  • Coordinates consultant selection, negotiates consultant agreements, monitors consultant progress and expenditures, and provides project management and technical directions to consultants.
  • Oversees work performed by consultants to ensure that projects conform to applicable standards and regulations.This includes the responsibility to manage the preparation of plans, specifications, and cost estimates.
  • Serves as lead engineer for assigned projects, coordinating and/or directing the work of city project team members, other city departments, outside agencies and other external stakeholders such as franchise utilities, private developer, etc.
  • Facilitates the negotiation and acquisition of required property rights.
  • Obtains required city, state, and federal project permits, including state and federal environmental documentation and approvals, when applicable.
  • Performs project/construction management responsibilities, including coordinating and monitoring construction engineering activities with city staff, consultants, applicable agencies and consultants; ensuring compliance with plans and specifications; performing quality control tasks; tracking project budget; processing and submitting invoices, requests for information, change orders, and as-built drawings; performs project close-out responsibilities.
  • Provides technical support and acts as engineering liaison between the Public Works Department, consulting engineering firms and governmental agencies, including working with adjacent utility and transportation service providers to coordinate service provision and capital construction projects and reviewing and commenting on other agencies’ planning documents.
  • Participates in preparing a variety of planning documents, including annual and long-range capital improvement programs or comprehensive plans; may coordinate document preparation for short-term plans or prepare a specific element, such as water, sewer or transportation, for a long-range or comprehensive plan.
  • Prepares a variety of other written documents, such as correspondence, memoranda, city council agenda bills, contracts, agreements, and technical reports.
  • Responds to inquiries or complaints from internal and external customers and participates in technical review meetings; participates in public meetings.
  • QUALIFICATIONS:

    A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

    • Three years experience performing design and construction management work for capital projects in the public sector, or related professional experience is required.
    • High School diploma or GED.
    • Bachelor of Science degree in civil engineering or related field, such as construction management.
    • A Professional Engineer’s license is required.
    • Ability to prepare design plans, specifications, and quantity and cost estimate for a variety of municipal construction projects.
    • Ability to direct the work of lower-level engineering staff, including giving work assignments and instructions, reviewing work-in progress and as completed, and ensuring compliance with project requirements.
    • Ability to effectively operate windows based computers and use a variety of modeling programs to perform engineering calculations and related analyses.
    • Must possess, or have the ability to possess within one month of hire date, a Washington State driver’s license.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    Work is performed mostly in an office environment with some time spent at construction sites. At construction sites, the employee may be exposed to physical hazards such as moving traffic and heavy construction equipment. Indoors, the noise level is usually low; outdoors, the noise level may be moderate to loud.

    Attendance at some evening meetings is required. Regular and reliable attendance is an essential function of this position
