The U.S. Bankruptcy Court for the District of Arizona is currently seeking a highly qualified candidate for the fast paced Management of Information Systems (MIS) unit of the United States Bankruptcy Court. The incumbent will be involved in the development and implementation of custom client and web based computer applications; customization and implementation of applications developed by other federal courts; development of applications which extend the functionality of nationally supported systems; and local administration of supporting database products, operating systems, and server platforms. The incumbent reports directly to the Director of Automation and Technology and indirectly to the Assistant Director of Automation and Technology.

The Management of Information Systems (MIS) unit is responsible for the computer systems, telecommunications infrastructure, and new technology for the United States Bankruptcy Court for the District of Arizona, encompassing three locations and approximately 100 users in the Clerk’s Office and chambers staff. Applications are housed on Microsoft Windows and Linux servers, and Windows 7, Windows 10 and macOS Sierra are utilized as the primary desktop operating systems. Microsoft SQL Server, MySQL, and Informix Dynamic Server Version 11 are utilized as supporting database products. VMWare is utilized for virtualization of some internal Windows and Linux server instances. Off-the-shelf applications include Microsoft Office, Lotus Notes (with migration soon to Microsoft Exchange/Outlook), Internet Explorer, Adobe Acrobat Professional,and other miscellaneous products. The MIS unit also supports mobile computing devices including iPads, iPhones, Android devices, Microsoft Surface Pro devices, Windows laptop and Apple MacBook computers.

The programmer/analyst is responsible for the development and support of custom client and web based applications which meet locally defined functional requirements or extend, enhance, or otherwise interact with the functionality of AOUSC-developed, nationally supported database applications such as CM/ECF. The employee will also install, customize, and support applications developed by other federal courts which have been or will be implemented in the District of Arizona. Programming languages/technologies utilized by the programmer/analyst will include C#, Structured Query Language (SQL), Adobe ColdFusion, Java, JavaScript, Drupal, Perl, HTML, PHP, CSS, Microsoft Visual Studio, Microsoft IIS, Apache HTTP Server, MS SharePoint, and Adobe Acrobat, among others. The employee may also assist with the development of informational and statistical reports utilizing SQL and third party reporting tools such as Crystal Reports, Business Objects, and RePortal. The employee is also responsible for routine database and application/database server maintenance as needed in support of local application development; application software installation and tuning; system troubleshooting and end-user support relative to locally developed and supported database applications; developing interfaces between locally developed and nationally supported judiciary applications; applications security administration; and end-user training. The incumbent may also perform Linux and Windows operating system administration duties as assigned. The incumbent may work after hours to complete projects and some travel to different locations may be required.

QUALIFICATIONS

To qualify for this position at the CL 27 level, the applicant must be a high school graduate and have two years specialized experience, including at least one year equivalent to work at the next lower level (CL 25).To qualify at the CL 28 level, the applicant must have two years specialized experience, including at least one year equivalent to work at the next lower level (CL 27). Specialized experience is progressively responsible experience designing, implementing or maintaining computer systems that included the completion of computer project assignments involving systems analysis, computer programming, systems integration, and information technology project management. Education at the master’s degree level from an accredited school or two years of graduate study may be substituted for required specialized experience.

PREFERRED QUALIFICATIONS

Preference will be given to those candidates who possess progressively responsible technical experience related to client and web based applications development and the administration of supporting database software, operating systems, and server platforms. Knowledge and experience in web development environments/languages including Microsoft Visual Studio/ASP.Net, C#, Visual Basic, MS SharePoint, SQL, Adobe ColdFusion, Java, JavaScript, Perl, HTML, PHP, CSS, and Drupal is highly preferred. Experience with database products including Microsoft SQL Server, MySQL, and Informix Dynamic Server is also preferred. Also, experience with the Red Hat or Ubuntu Linux and Windows Server (2008 and above) operating systems and Microsoft IIS is desirable, as is experience with off-the-shelf reporting tools including Crystal Reports, Business Objects, and RePortal. A good working knowledge of Microsoft Office software products and Adobe Acrobat is also preferred. Preference will also be given to candidates whose work experience provides evidence of strong customer service skills; the ability to work cooperatively with clients, team members, and managers; the ability to handle multiple priorities in a fast-paced environment; and the ability to follow an assigned project through to completion. A bachelor’s degree from an accredited university or college is also preferred.

This position is subject to mandatory electronic fund transfer (direct deposit) participation for net pay. *All promotions are based on successful performance and subject to approval by the Administrative Office of the U.S. Courts.
