Program Specialist – DHW (Child Welfare Funding Team Program Specialist)

The Idaho Department of Health and Welfare’s Division of Family and Community Services has an opening for Program Specialist – DHW position on the Child Welfare Funding Team at Central Office in Boise. We are seeking applicants who have critical thinking skills, developed interpersonal skills, and excellent written and verbal communication skills. In addition, applicants should have good problem solving abilities, and experience with policy and process research and analysis.

Responsibilities:

  • Lead and implement statewide policy and practice development
  • Evaluate foster care applications for title IV-E eligibility to maximize federal funding
  • Perform continuous quality monitoring and training in determining title IV-E eligibility, obtaining Social Security benefits for foster/adoptive youth, and working with families who encounter challenges with ICAMA or Medicaid benefits
  • Collaborate with clients, providers, other divisions, and Deputy Attorney General’s office
  • Review and comprehend federal rules, and align them with department rules
  • Review court orders and examine complex paternity cases
  • Coordinate policies and rules that cross programs, such as adoptions, foster care licensing, residential licensing, child support, Self Reliance, Medicaid, and title IV-E
  • Serve as direct link to field staff on title IV-E, title XIX, Medicaid for foster and adopted youth, and Social Security benefits

Minimum Qualifications:

  • Experience developing, recommending, and evaluating operating procedures and recommending changes
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations
  • Experience providing technical program assistance to staff

Additional Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.

  • Experience in more than one of the following areas: title IV-E Funding, title XIX Funding, Social Security and/or Medicaid regulations in making foster care eligibility, adoption assistance, and Medicaid eligibility determinations. Typically gained by at least one year of experience working with more than one of the above areas.
  • Experience communicating detailed written and verbal analysis of requests for technical program assistance to teams/groups. Typically gained by at least one year of experience in a business setting providing analysis of requests for technical program assistance and making recommendations for automation, process, policy and procedures to make business improvements.
  • Experience working with public social/rehabilitative service delivery systems. Typically gained by at least one year of experience in a community-based social services setting.
  • Experience interpreting and applying policy and regulatory guidance in daily work. Typically gained by at least one year of experience in business setting successfully completing this type of work.
  • Knowledge of Child Welfare practice. Typically gained by a Bachelor’s degree in a human services field and at least one year experience working in the child welfare field.
