Program Manager I (Emergency Management Coordinator) / P61015840

Under limited supervision, the Program Manager I will direct the Agency’s Emergency and Disaster Services operations, including statewide disaster response programs.

Develop and implement the Agency’s emergency preparedness plan and other related DSS emergency plans, to include disaster response programs ESF 6, ESF 11, ESF 15, Disaster SNAP and the Human Services Communication Room that addresses the relocation of children in DSS licensed child care facilities and children in DSS custody residing in foster homes and group homes. Coordinator the completion of, filing and updating of all plans and operations procedures with the proper state and federal officials/agencies.

Serve as the primary Agency liaison on local, state and federal emergency planning operations with SCEMD, FEMA, USDA/FNS, ACF volunteer organizations active during disasters (VOADs) and non-government agencies (NGOs) tasked to assist during disasters.

Manage and coordinate staff for disaster response and recovery operations with the State Emergency Operations Center (SEOC), DSS, DMS and DMV on a 24 hour basis, to include responding to local requests for services, communications and reporting shelter populations. Perform Red Cross and other emergency shelter duties as assigned.

Review and submit the Agency’s basic emergency preparedness plan, the Standard Operating Procedure, Hurricane Plan, employee contact listing and other pertinent information annually or as changes occur.

Supervise state office and county staff to ensure the accurate dissemination of Agency policies and procedures to all internal and external stakeholders in the event of a disaster, natural or man-made. Ensure Agency participation representation at the local, regional and statewide meeting. Exercise and drill requiring DSS representation.

Provide consultation, mentoring and support to county and regional offices in the areas of planning and organization management.

Minimum and Additional Requirements:

A Bachelor’s Degree and four (4) years of experience in any combination of social work, management, business administration, administrative services or public administration.

A Master’s Degree and three (3) years of experience in any combination of social work, management, business administration, administrative services or public administration.

Preferred Qualifications:

Knowledgeable of the Agency’s organizational structure and the people the Agency serves. Ability to interpret and apply rules and regulations; manage the work and provide guidance to employees; and make presentations and prepare reports utilizing correct grammar and punctuation.
