The Wisconsin Department of Children and Families, Division of Early Care and Education, Bureau of Program Integrity is currently recruiting to fill a Program and Policy Analyst-Advanced position in Madison, WI. Position Summary :
The Bureau of Program Integrity (BPI), within the Division of Early Care and Education (DECE) has lead integrity responsibilities for the Department of Children and Families (DCF) child care programs. The BPI provides policy and procedural guidance to the local agencies and tribes regarding anti-fraud and local program integrity efforts; achieved through dedicated leadership and promotion of statewide program integrity. The BPI has lead responsibility to enforce compliance and integrity of the Wisconsin Shares Child Care Subsidy and YoungStar programs.

This position exercises a high level of complexity as evidenced by the degree of involvement and interpretation of regulations related to Child Care Subsidy. This advanced level position has a significant role and responsibility to make complex independent decisions and use sound judgment. Under the general supervision of the Program Supervisor, this position has responsibility for developing the Child Care Subsidy overpayment and fraud risk mitigation plan.

In addition, this position is responsible for developing policies and program direction for the Child Care Subsidy program to ensure accuracy in subsidy payments to help low-income families pay for child care. This position is responsible for independently conducting research of other states, analyzing data and federal law and regulations, state law and administrative rules in order to implement and administer the Child Care Subsidy program. The position is responsible for the development and implementation of new initiatives to improve child care services.

Qualifications :
Minimally qualified applicants will have :

  • Experience developing, revising and/or implementing policies and procedures
  • Experience providing written and verbal technical assistance to various entities/organizations concerning policies and procedures
  • Experience developing and generating reports
  • Experience with Microsoft Word, Excel, and Access or comparable

Well-qualified applicants will have :

  • Experience working with fraud in public assistance programs-
  • Experience assisting, developing and conducting training based on policies and procedures
  • Project Management experience
  • Experience working in a team environment
