Summary

As a Program Analyst at the GS-0343-14, you will be part of BIRMINGHAM DIST OFFICE, Equal Employment Opportunity Commission. The incumbent serves as the program manager for outreach, Revolving Fund training, and public relations. Plans and directs activities to develop and implement a strategy for District, Area and Local Offices to communicate with the public on District Office’s program and achievements to eradicate employment discrimination in the workplace.

Responsibilities

  • Prepares and manages District office budgets for outreach and for Revolving Fund programs, including joint management of budgets for regional and national programs, for internal staff training, and for procurement information resource management.
  • Develops short-term and long-range program plans, goals and objectives to evaluate the effectiveness of outreach, training and public relations programs conducted within the District’s jurisdiction and at the regional and national level.
  • Serves as the District Office’s internal training officer. Develops instructional methods, course materials, training aids, and video tapes for local field operations.
  • Develops public relations programs, establishes and maintains contacts with electronic and print media in diverse communities and languages.
  • Implements and delivers training to the district, area and local offices and provides outreach, education and technical assistance to the general public, special interest groups and community entities where the EEOC has enforcement authority.
  • Serves as a confidential advisor to the District Director and acts on behalf of the Director in highly sensitive or controversial matters, including dealing with the public, the media, and stakeholder groups.
  • Serves as team leader in guiding and coordinating development and implementation of outreach, Revolving Fund and training programs conducted by EEOC staff in coordination with Headquarters and other District offices.
  • Conducts evaluation of administrative and program management of District, Area and Local Offices to determine their adequacy and effectiveness. This includes accurate management information/budget/staffing systems and management techniques.

  • Qualifications
    For the GS-14: You must have one year of specialized experience equivalent to the GS-13 grade level in Federal service. Specialized experience includes experience applying practices, theories, techniques and methodologies of administration and management to the definition and solutions of programmatic and operational problems encountered in assigned areas.

    Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level.
