    Duties

    Summary

    The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD’s Multifamily Housing Programs. HUD’s Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development’s (HUD) Office of Housing in 1965.

    Responsibilities

    The following are the duties of this position at the GS-09 grade level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Performs analysis and advisory assignments related to the effectiveness of multifamily housing programs and or the efficiency of the management of Regional Center operations.
    • Participates in the measurement and monitoring of performance goals and objectives to assure that goals are met in a timely and efficient manner.
    • Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution.
    • Works with the Division/Regional Center Director and senior staff in resolving programmatic and technical work problems not covered by established policies or procedures.

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-09 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

    • Collecting and researching data for studies or evaluations of housing programs/operations; AND

    – Analyzing audits or evaluative reports.

    OR

    A master’s or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related

    OR

    You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    Specialized Experience: For the GS-07 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

    • Coordinating activities that involve multiple managers/employees/offices; AND
    • Analyzing audits or evaluative reports.

    OR

    Education: One full year of graduate level education in a related field; OR Superior Academic Achievement

    OR

    You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

    CONDITIONS OF EMPLOYMENT:

    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

    HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:

    • Federal Housing Authority debentures or certificate of claim;
    • Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
    • Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

    The following are exceptions to the Section 8 prohibition:

    • The employee, or the employee’s spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    • The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    • The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    • The employee’s, or the employee’s spouse or minor child’s, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    • The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
