Procurement Specialist

The City of Olathe is recruiting a Procurement Specialist who will support our vision and embrace our core values of leadership through service, teamwork, customer service, learning and communication. The Procurement Specialist performs a variety of technical duties involved in the procurement of materials, supplies, services, and equipment for City departments and operations as well as plan and schedule various purchasing projects, and perform other related duties as assigned.

KEY RESPONSIBILITIES:

  • Developing and implementing specifications, commodity contracts, and other purchasing documents.
  • Competitively procure commodities, supplies, and professional services for City departments; including researching, receiving and analyzing bid specifications and requirements, recommending sources for purchase, delivery, and making necessary adjustments.
  • Developing and evaluating Requests for Information, Requests for Proposals, Invitations for Bids, and Requests for Quotations.
  • Utilize automated procurement and financial systems and other software applications as required.
  • Research and utilize cooperative procurement agreements.
  • Prepare regular reports and documents; including activity reports, bid analysis, performance measure reports, market research and annual buying schedule.
  • Perform cost analyses for division.
  • Assist with training City staff on purchasing procedures including Purchasing 101 and financial and procurement systems.
  • Establish and maintain price agreements, as assigned.
  • Lead for cell phone contract, large cooperative contracts for office supplies, general and miscellaneous supplies.
  • Perform related duties and responsibilities as required.

EXPERIENCE & EDUCATION:

Experience : One or more years of increasingly responsible experience in purchasing required; public purchasing experience preferred; experience with automated procurement systems preferred.

Education : Associate’s degree in Public Administration, Business Administration, Accounting, or related field; Bachelor’s degree from an accredited college preferred.

License or Certification : Possession of, or ability to obtain within 3 years, Certified Professional Public Buyer (CPPB); valid driver’s license.

SUPPLEMENTAL INFORMATION:

Must successfully pass a supplemental background check, pre-employment physical and drug screen.
