Police Service Technician I/II

Position Definition: Performs a variety of paraprofessional and technical duties in support of police functions in assigned divisions of the Police Department; and performs other related duties as assigned.

Distinguishing Characteristics:

Police Service Technician I: This is the entry level class in the Police Service Technician series. Positions in this class typically have little or no directly related work experience. The Police Service Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Police Service Technician II: This is the journey level class in the Police Service Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Police Service Technician in that the latter is the advanced journey/lead level class in the Police Service Technician series and employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision over assigned personnel.

Supervision Exercised and Received:

Police Service Technician I: Receives immediate supervision from assigned management and/or supervisory personnel. May receive technical and functional supervision from the Senior Police Service Technician. Exercises no supervision.

Police Service Technician II: Receives general supervision from assigned management and/or supervisory personnel. May receive technical and functional supervision from the Senior Police Service Technician. Exercises no supervision.

Duties and Responsibilities:

Essential Functions: The essential functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.

  • Performs technical, detailed and responsible law enforcement support work;
  • Performs a variety of specialized clerical support work;
  • Provides general support services for the San Leandro Police Department to include maintenance of jail operations, criminal investigations support, traffic and patrol duties and recordkeeping functions;
  • Assists with arraignments, maintains jail log, delivery of court documents, including case reports, operates city vehicles; processes and searches incoming prisoners; transfers prisoners;
  • Prepares and distributes meals, dispenses medications, monitors prisoner safety and well-being, and screens and refers requests for medical attention;
  • Assists with crime prevention, public education, and acts in collaboration with other community organizations;
  • Transports victims, witnesses, and equipment;
  • Maintains order and discipline in the facility; makes reports of incidents; reviews legal documents pertaining to detainees and takes necessary actions, preparing for transfers to another facility; fingerprints and photographs all detainees;
  • Process detainees; enters prisoner and booking information into computer systems, makes inquiries into various criminal justice databases, maintains accurate records, logs, and reports;
  • Processes and prepares juvenile inmates for transfer to juvenile detention facility;
  • Cleans the facility and ensures the equipment is well maintained and in working order, maintains the supplies associated with the facility;
  • Assists with animal control duties;
  • Prepares a variety of written correspondence, reports, newsletters, pamphlets and other information materials as requested;
  • Issues citations and completes reports on violations of law and, as required, takes appropriate action in accordance with State and Local regulations;
  • Provides liaison between the department and Local, State and Federal law enforcement agencies;
  • Assists with enforcement of city ordinances, regulations, and codes applicable to the Community Compliance Program including but not limited to Code Enforcement Ordinances, weed abatement, and zoning codes; performs parking enforcement and abandoned vehicle abatement duties;
  • Performs functions for the Operations division (e.g. traffic, patrol and investigations) and assists at major accident scenes or critical incidents, assist in basic criminal investigations;
  • May respond to questions and concerns about assigned areas from the public and other departments or agencies;
  • Answers general inquiries from the public in person or by phone;
  • Provides timely, courteous, and within area of assignment, knowledgeable response to community needs;
  • Collects and tabulates money for fines, fees or dues and performs bookkeeping and account reconciliation (eg. funds received); maintains department petty cash fund;
  • Performs background checks for citizens/residents and outside agencies via mail, fax and in-person;
  • Maintains an inventory of stored and towed vehicles and notifies responsible agency;
  • Monitors, receives, disseminates and transmits information for the department and other agencies; receive and send requests for warrants, stolen items and other inquiries;
  • Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to his/her supervisor; and
  • Performs required duties under the City’s disaster response plan including supporting disaster preparedness activities.

Non-essential Functions:

Qualifications:

Minimum Qualifications:

Police Service Technician I

Knowledge of:

Principles, practices, and procedures of basic law enforcement operations;

Principles and practices of modern office filing, equipment, technologies and procedures;

Basic correspondence writing principles;

Principles and practices of work safety, including safety precautions; and

English usage, including spelling, grammar, and punctuation.

Ability to:

Learn, interpret and apply animal and vector control laws, services, ordinances and regulations, including rules of evidence used in court presentations;

Learn to access and use various law enforcement computer databases, enter accurate and specific data and operate radio and office equipment;

Learn general animal skeletal structure, habits and behavior of animals, including vector habitat recognition;

Learn principles, practices and procedures used in animal control and the safe handling and care of animals and the picking up of unleashed and dead animals; and practices of animal care sanitation;

Use good judgment, common sense, and straightforward oral and written communication skills to perform duties;

Follow oral and written directions;

Communicate clearly and effectively both orally and in writing;

Prepare and maintain a variety of reports and records;

Learn and successfully complete courses in laws of arrest and firearms;

Learn to use fire extinguishing equipment and assist in the evacuation of prisoners during a fire or other emergency; and

Learn to operate and maintain job-related equipment including, but not limited to, police radio, camera, modern office equipment, taser, stun shield, handgun, rifle, injection paraphernalia, and traps used to secure, move and exterminate animals.

Police Service Technician II

In addition to the qualifications for the Police Service Technician I:

Knowledge of:

Principles, practices, methods and procedures of basic law enforcement operations, activities, and terminology; including jail operations;

Techniques used in report writing;

Techniques for dealing with the solving of problems presented by a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone;

General animal skeletal structure, habits and behavior of animals, including vector habitat recognition; and

Principles and practices of animal care sanitation.

Ability to:

Evaluate problems and exercise sound judgment in making decisions in accordance with established regulations and procedures;

Interact with the general public during day-to-day work and project a positive attitude toward serving the public including effectively handling irate citizens using appropriate language, voice control, knowledge of the law and common sense;

Have compassion for and willingness to handle aggressive, feral and domesticated animals both living and deceased;

Independently interpret and apply animal and vector control laws, services, ordinances and regulations, including rules of evidence used in court presentations;

Independently use various law enforcement computer databases, enter accurate and specific data and operate radio and office equipment;

Perform deductive and inductive reasoning, think clearly, act quickly and apply logic and common sense to problem-solving;

Use defensive and control tactics;

Follow highly structured procedures and attention to detail;

Use assertive or persuasive communication skills to obtain information or gain compliance to orders and directions;

Use fire extinguishing equipment and assist in the evacuation of prisoners during a fire or other emergency;

Work independently in the field.

Experience and Education Guidelines: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Police Service Technician I:

Education: Equivalent to the completion of the twelfth grade; supplemental course work in law enforcement administration or related field is desirable.

Experience: One year of experience involving extensive contact with the public. Experience in a law enforcement environment is desirable.

Police Service Technician II:

Education: Equivalent to the completion of the twelfth grade; supplemental course work in law enforcement administration or related field is desirable.

Experience: Two years of responsible experience performing duties comparable to the City of San Leandro’s Police Service Technician I.

Licenses/certifications/other requirements (based on assignment):

Completion of the Standard for Training Corrections (STC) is required within one year; Police Service Technician I/II shall meet ongoing annual training requirements. Ability to demonstrate proficiency in taser/shield usage, first aid, and cardiopulmonary resuscitation within one year. Certification for possession and maintenance of less-than-lethal weapons, CPR and First Aid within one year or meet ongoing assignment-related training.

Possession of, or ability to obtain, a valid California Driver’s License.

Must pass a comprehensive background check, physical examination and drug testing.

Possession of POST PC 832 certification and certification for possession and maintenance of firearms is highly desirable.

Conditions of Work: During the course of performing the functions of this position, the employee may encounter the following conditions:

Working indoors, working outdoors, temperature changes, fumes/smoke/gasses, dust, chemicals, noise, computer keyboard and monitor use, combative inmates, blood borne pathogens and human waste, solvents, grease, oil, zoonotic diseases, bites, working alone or with other individuals.

Must be willing to work such hours as are necessary to accomplish the job requirements (including 24-hour shift work); travel to attend meetings, seminars and conferences.

May be required to drive to various locations.

Additional Information:

Salary and Benefits: The current monthly salary range for the Police Service Technician I is $4,356.00-$5,294.00 and the Police Service Technician II is $4,802.00-$5,837.00. Employment may begin at any step of the range, depending upon the qualifications of the person selected. The selection process will consist of the following schedule:

Thursday, June 15, 2017 – Structured Oral Interview (weighted 100%). Candidates must achieve a passing score of 70% or higher to be placed on the Eligible List. This date is tentative but it is highly recommended that you plan your calendar accordingly. No make-up dates will be offered.

Departmental Interview dates are to be determined.

The selected candidate will be subjected to a background investigation which may include, but not limited to, a personal and employment history assessment, criminal history check, financial background check, medical, polygraph, psychological testing, and verification of a valid California driver’s license.
