Pension Staff Accountant

This position will review, assess and reconcile receipts, wire transfers and disbursements of the MTA administered pension plans (the Plans), the MTA Defined Benefit Pension Plan (MTADBPP), MaBSTOA Pension Plan and OPEB Plan, to ensure compliance with MTA accounting practices, policies and objectives. The Accountant will maintain data necessary for the financial reporting of these Plans, encompassing employer and employee contributions made to the Plans, disbursements paid out of the Plans, and Plan Investment activity, including voluminous capital call and distribution activity related to the Plans’ 37 Private Investment Managers. Additionally, the incumbent will be responsible for reconciling and paying Investment Manager invoices and fees.

This position acts as a liaison to over 60 investment managers, the Plan’s custodial Trustee, Investment Advisor, MTA Chief Investment Officer and MTA Legal.

Responsibilities

Serve as the liaison for over 60 external Investment Managers, the Plan’s Custodian and Trustee, MTA Chief Investment Officer, Plan’s Investment Advisor and MTA Legal.

Responsible for the daily monitoring of cash balances as well as compliance with Capital Calls and Distributions from 37 Private Equity, Credit and Real Asset Managers.

Coordinate the establishment of investment manager contracts and subscription agreements for all new and existing investment managers.

Instruct the Plan’s Trustee to transfer funds as directed by the MTADBPP Board of Managers of Pensions and the MaBSTOA Investment Committee.

Perform reconciliations for the Cash Accounts as well as Employer Contributions received from six MTA agencies versus the Actuarial Determined Contributions calculated by the Plan actuaries.

Create Cash Flow reports.

Manage the payment and reconciliation of Investment Manager Fees.

Maintain and reconcile data necessary for the MTA Controller’s Office to complete their annual financial audit of the Plans. Provide assistance as necessary to the MTA Controller’s office.

Assist Deputy Directors with the creation and maintenance of requisitions in the Procurement module of PeopleSoft.

Qualifications

Knowledge of defined benefit Pension Plans.

Experience with cash flows and maintenance of Private Equity, Credit and Real Asset investments.

Proficiency in computer applications pertaining to spreadsheet, database, and presentation software including Microsoft Office Suite.

Proficiency in utilizing PeopleSoft is a plus.

Must have excellent communication skills and demonstrated ability to effectively interact with staff and representatives of constituent agencies.

Strong time and task management skills are required.

Excellent writing, oral, and organizational skills is required.

Education and Experience

A Bachelor’s degree and 3 years of experience in the administration of a Public Benefits Fund or Accounting.

Or an Associates’ degree in Accounting and 5 years of experience in the administration of a Public Benefits Fund or Accounting.

Or a high school diploma and a minimum of 7 years of experience in the administration of a Public Benefits Fund or Accounting.

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $91,821 (this figure is subject to change) per year or if the position is designated as a policy maker.
