Department Description

Reporting to the Senior Manager, Finance the Payroll Operations Finance Manager is responsible for managing and administering all payroll processes for the Aviation Authority. The ideal candidate for this position should have the ability to tactfully and accurately interpret, administer and translate complex and evolving regulatory rules affecting compensation, union agreements, external benefits provider programs and enterprise payroll processing systems.

Manage and administer the payroll process for the Authority.

·
Supervise payroll staff, providing guidance, training and motivation; coordinate functions, particularly with Human Resources and Information Technology Services; assign, monitor and review work; evaluate performance and initiate corrective action as needed.

Research and advise Finance, Human Resources and senior management on legal payroll compliance issues.

·
Interpret and communicate applicable regulations, requirements and procedures and represents the Authority and the payroll section at meetings, functions, and events.

Maintain compliance with rules and regulations with both federal and state agencies such as the IRS, FRS, Workers’ Compensation and unions that exist within the Authority.
Act as a liaison to coordinate with external agencies, as well as departments within the Authority, to ensure efficient communication and services.

Formulate, implement and maintain complex system solutions and procedures to improve the operational efficiency and effectiveness of the payroll process.

Coordinate with all levels of government, benefit providers, senior management and Authority employees to provide solutions and resolve conflicts.

Articulate and establish administrative policies and operating procedures to ensure efficient & effective production.

Establish and maintain payroll general ledger accounts through analysis and reconciliation.

Maintain historical payroll records for the Authority.

Job Requirements

The Payroll Manager should possess exceptional leadership, communication and presentation skills along with a deep understanding of regulations governing payroll processing, taxation and reporting. The successful candidate should demonstrate an effectiveness to discuss sensitive payroll related matters with a diverse workforce. An ability to efficiently maneuver and execute within disparate internal and external payroll processing and reporting information systems is required.
The candidate should have a minimum of five years of progressively responsible experience at a medium or large business or agency. Experience working with union agreements and enterprise payroll systems is preferred. A Bachelor’s Degree in Business Administration and/or advanced Payroll administration certification(s), is also preferred.
