Payroll Administrator

Under the direction of the Finance Director, the Payroll Administrator ensures the accurate and timely processing and payment of payroll to all employees, and the required tax filing, and report development and generation, in accordance with County policies and procedures.

ESSENTIAL FUNCTIONS (Illustrative only):

  • Oversee the processing of payroll for all County employees to ensure accurate calculation, timely delivery and cost effective operation of the payroll.
  • Manage the contract between the County and external vendors, ensuring contract compliance and accurate and timely deliverables.
  • Maintain all payroll records of the County, ensuring compliance with legal requirements and satisfactory review by the external auditors.
  • Develop and produce all required and requested payroll reports, ensuring accurate, meaningful and timely information.
  • Act as a technical resource to Human Resources and other departments to address and resolve inquiries and problems, and to provide accurate, meaningful and timely analysis of payroll information.
  • Ensure the completion of all required records, paperwork, documents, etc.
  • Ensure compliance with all safety and work rules and regulations. Ensure the maintenance of departmental housekeeping standards.
  • Promote affirmative action and equal employment opportunity.
  • Ensure the training of new and present employees in the processes and methods required to achieve the company’s standards for quality, quantity and safety, and consistent with the company’s principles.
  • Complete special projects as assigned.
  • Maintain technical competency and remain current in technology and changes in the industry.
  • Reviews, makes recommendations, and implements payroll policies and procedures
  • Prepares and submits financial reports
  • Performs general accounting procedures
  • Ensures compliance of payroll transactions and documentation with governing resolutions, ordinances, State laws, Federal FLSA regulations, collective bargaining agreements, County Code, and other legal requirements

REQUIRED QUALIFICATIONS:

  • Associate degree in Human Resources, Accounting or related field.
  • Three (3) to Five (5) years payroll experience in a large computerized system including compensation calculations, regulations, laws and requirements in a diverse employment category, multi-benefit environment.
  • Experience or training giving proficiency in personal computer use in a windows environment with word processing and spreadsheet software, preferably Microsoft Word and Excel

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS:

  • Appointment will be conditional upon successful completion of a criminal background and credit check
