Parking / Box Office Manager

The Anaheim Convention Center is owned and operated by the City of Anaheim and hosts over 200 events each year, welcoming approximately 1.1 million visitors annually. We are seeking an experienced and knowledgeable Parking / Box Office Manager to oversee the management of the Parking program within the Convention, Sports, and Entertainment Department as well as coordinate assigned activities with other divisions, Disney, Hilton and Garden Walk parking, outside agencies and the general public. This position will also manage and coordinate the supervision of the Convention Center Box Office, program activities; and provide highly responsible and complex staff assistance to the Deputy Director.

ESSENTIAL FUNCTIONS:

Oversee the management of the parking program. Will manage the supervision of the Parking Supervisor as their direct report. The position will also manage the supervision of the Box Office, activities and operations.

Participate in the development and implementation of goals, objectives, policies, and priorities for parking facilities and box office; identify resource needs; develop and implement policies and procedures.

Ensure successful parking operations through competent supervision and training of assigned staff; evaluate performance; recommend and implement performance improvement measures and disciplinary actions; interview and select staff. Oversee the supervision of the Parking Supervisor, a management position that is responsible for the day-to-day operations. Reviews parking policies and procedures, evaluates the Parking Supervisor’s position and recommends needed changes.

Review, monitor and adjust staffing levels; review operational procedures and plans and adjusts accordingly.

Review personnel reprimands and service highlights and recommend appropriate action; meet with employees to discuss concerns; monitor related Memorandums of Understanding (MOU’s) to ensure section adheres to agreed upon contracts; interact with the Human Resources Department and assist with union negotiations.

Review and monitor parking lot contracts including the Disney, Hilton and Garden Walk parking contracts to insure adherence to contract standards. Review parking plans created by Parking Supervisor and assist with plans when needed. Approve all expenditures for all three programs of responsibility.

Review and monitor the Disney Parking contract to insure adherence to contract standards; monitor Parking Supervisor’s work with Disney management to develop parking/traffic plans and create blackout lists.

Review the coordination with Anaheim Police Department (APD), Anaheim Traffic Management Center (TMC) and remote parking partners traffic and parking plans for ACC events. Review event schedules and parking needs with Parking Supervisor, event management and general service contractors for the events.

Monitor Parking Supervisor’s work with APD, TMC and Disney during event days; monitor traffic during heavy traffic events and adjust plans and equipment as needed to improve traffic congestion.

Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.

Administer the Parking Operations and capital budgets; forecast additional funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary; review general ledger reports to verify expenditures; implement as appropriate.

Coordinate parking lot operations with those of other divisions and outside agencies and organizations; provide staff assistance to the Deputy Director; prepare and present staff reports and other necessary correspondence.

Direct, coordinate and review the work plan for box office services and parking lot management activities; meet with staff to identify and resolve problems. Review assignment of work activities and work flow created by supervisors.

Prepare and administer ticket orders including ticket design and correspondence with printing companies; ensure the proper allocation and deposit of sales funds to banks.

Coordinate ticketing needs with event promoters; utilize a web based technology system and/or in house computerized systems for events; coordinate with event promoters any marketing or promotional campaign needs.

Ensure that monies are balanced; maintain balanced change fund in the box office vault at all times.

Ensure that revenue goals are met by selling Convention Center Box Office services and collecting non-food concessions; oversee the marketing and advertising activities for the Convention Center Box Office.

Maintain Convention Center Box Office service levels in a cost-efficient manner; ensure the efficient use of work hours and equipment; reduce losses to the City and tenants by managing program financial matters including the reconciliation of bank statements and the collection of monies due.

Prepare specifications for bids; order supplies and equipment; review, monitor and approve section purchases and monitor all section purchase orders.

Coordinate Convention Center Parking/Box Office activities with those of other divisions and outside agencies and organizations.

Attend and participate in weekly staff meetings and professional group meetings; stay current on new trends and innovations in the field of parking management and management box office operations.

Perform related duties and responsibilities as required.

QUALIFICATIONS:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities are as follows:

Six years of responsible experience in the management and/or operation of a public parking facility. Experience working in a large box office operation is desirable. Required experience will include one year of administrative and/or lead supervisory experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in finance, accounting, business administration, marketing, or a related field.

Knowledge of operational characteristics, services and activities of parking lot operations; principles and practices of traffic issues related to conventions, trade shows, consumer shows, concerts and similar events. Knowledge of box office and ticket agency operations; general accounting principles and practices; and cash reconciliation procedures are desirables.

Knowledge of parking operation procedures; traffic flow issues; traffic safety procedures and laws; principles and techniques of personnel management and training; performance management; labor negotiation processes; grievance handling processes and MOU content;

Knowledge of principles of budget preparation and control; program analysis and revenue forecasting; principles and methods of financial administration in accounting, budgeting, audit and fiscal planning; principles of public relations and advertising; principles of municipal budget preparation and control;

Knowledge of principles of supervision, training, and performance evaluation; principles contract language format and administration; general knowledge of landscaping and landscape design; freeway and procedures of record keeping.

Knowledge of principles of business letter writing and report preparation; modern office procedures, methods, and equipment including computers; computer applications such as word processing, spreadsheets, and statistical databases; street layouts in the Resort Area; truck marshalling patterns; auditing procedures; pertinent Federal, State and local laws, codes and regulations.

Ability to supervise management level staff. Effectively supervise, direct, and coordinate a complex parking operation; select, supervise, train, staff; recommend and implement goals, objectives, policies and procedures for box office operations; organize and prioritize work assignments.

Ability to provide leadership; ensure proper handling and accounting of cash; develop bid specifications and requests for proposals; read, interpret and act upon binding legal contracts; read and interpret labor contracts and Memorandums of Understanding.

Ability to effectively develop and conduct organized and effective meetings; effectively interact, cooperate and work with various City departments, City officials and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues; and deal effectively and diplomatically with people and defuse tense situations.

Ability to logistically and creatively analyze event related information and develop sound parking and traffic flow plans accordingly; develop and administer sound policies and procedures. Ability to research, analyze and evaluate new box office program techniques, methods, and procedures; and ensure accurate reconciliation of cash receipts against ticket sales are desirables.

Ability to prepare and administer a sound budget and service contracts; prepare a wide variety of narrative and fiscal reports; use discretion and exercise sound judgment; work independently; interpret and explain City policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing.
