The Judicial Council of California (JCC) Database Administrator for the Judicial Information System (JIS) project. The purpose of this project is to replace the current Themis system that maintains comprehensive organizational information about the judicial branch, and supports the Judicial Council of California (JCC) programs and business processes that depend on this information, such as the Assigned Judges program. The Database Administrator will be responsible for the overall database design and implementation of the new Judicial Information System (JIS) database. The Database Administrator will also lead the design and development of the conversion processes used to convert data from the legacy Themis system to JIS. The Database Administrator must ensure conformance of the database to Information Technology (IT) policies and standards, ensure that the functional and technical requirements of JIS are addressed, and support the design strategies defined by the IT Developer Lead. Specifically, the responsibilities of the Database Administrator include:

  • Assisting the IT Project Manager by identifying detailed database development tasks and estimating the level of effort of each task.
  • Developing and documenting the conceptual design of the JIS database.
  • Designing and developing a database level security model to protect highly sensitive data.
  • Developing and maintaining logical data models.
  • Working with the Information Technology (IT) Enterprise Database Administration unit to develop the physical design and schema of the JIS database.
  • Designing and developing of the conversion processes used to convert data from the legacy.
  • Employing the development tools, standards, and guidelines currently being used by IT for software development projects (i.e. Oracle 11g, ERwin Data Modeler, Toad, JIRA, etc.).
  • Developing and maintaining the JIS database schema.
  • Developing database component templates which can be used and leveraged by the database developers.
  • Designing key database components.
  • Assisting developers design and develop database components which are consistent with the design and standards.
  • Ensuring delivered database components conform to design specifications and standards, and technical and performance requirements.
  • Monitoring the quality of the database components deliverables.
  • Monitoring the performance of the database components deliverables.
  • Providing performance tuning of database components where needed to meet performance requirements.
  • Developing and unit testing database components, including shared components, utilities, screens, reports and processes.
  • Performing routine database administrator duties, as needed, such as backups and refreshes.
  • Deploying database schema, reference tables, and database components across the JIS environments (DEV, TST, STG and PRD).
  • Leading database design and code review sessions.
  • Performing and/or coordinating the necessary database operations to support the technical testing of JIS:
  • Load testing
  • Stress testing
  • Performance testing.
  • Performing and/or coordinating the necessary database operations to support the functional testing of JIS:
  • Functional Testing
  • User Acceptance Testing
  • Parallel Testing.
  • Documenting the JIS database.
  • Performing knowledge transfer to JCC IT staff designated to assume support, maintenance and operations of JIS database.

Minimum Job-Specific Skills/Qualifications Required :

  • Equivalent to possession of a bachelor’s degree, preferably with major course work in computer science.
  • 10+ years experience in Information Technology.
  • 7+ years experience designing complex, normalized, relational application databases using Oracle.
  • Proven track record of successfully developing complex, normalized, relational application databases, supporting multiple development teams simultaneously.
  • Experience with the principles of full life cycle systems design and development.
  • Thorough knowledge of relational database management systems.
  • Thorough knowledge of the principles and techniques of database design, modeling, development, testing, and documentation.
  • Thorough knowledge of the principles and techniques of systems implementation including conversion, data reconciliation, user training, and documentation.
  • Extensive experience developing and documenting relational database models, based on functional specifications and conceptual object models.
  • Extensive experience developing and documenting Oracle database schema based on relational models.
  • Extensive experience developing and documenting Oracle function and procedure packages using SQL, based on functional specifications and requirements.
  • Extensive experience developing and documenting legacy data conversion processes.
  • Extensive experience with Oracle database performance monitoring and tuning tools and techniques.
  • Knowledge of the Service Oriented Architecture (SOA) environment and Object Oriented design and development.
  • Excellent analytical capabilities and the ability to breakdown complex ideas into manageable pieces.
  • Excellent verbal, written, analytical and communication skills.
  • Ability to communicate effectively in English, orally and in writing.
  • Demonstrated experience adhering to project plans and schedules.

Additional Skills/Qualifications Desired:

  • Recent experience within government agencies or public bodies with projects of a similar type.
  • Experience using application development tools, including ERWIN, Eclipse, Clear Quest, Subversion, and Toad.
  • Working knowledge of XML and Oracle XML processing functions and features.
  • Knowledge of other application development technologies, including UNIX, ColdFusion 10, JavaScript, and Crystal Reports.
  • Knowledge of object oriented design and programming architectures and design patterns.
  • Knowledge of Unified Modeling Language (UML) tools and techniques.

Description of Tasks and Responsibilities

Assist the IT Project Manager by identifying detailed database development tasks and estimating the level of effort of each task.

Review the JIS conceptual model and functional specifications.

Develop and document JIS database design strategies and development standards and guidelines.

Designing and developing a database level security model to protect highly sensitive data.

Develop and document the conceptual model of the JIS database using ERWIN.

Develop and maintain logical data models.

Work with Information Technology (IT) Enterprise Database Administration unit to develop the physical design and schema of the JIS database.

Develop and document the physical design of the JIS database.

Develop and maintain the JIS database schema.

Develop database component templates (e.g. Oracle functions and procedures) which can be used and leveraged by the database developers.

Design and document conversion of legacy data processes and procedures, including processes to reconcile legacy data to JIS converted data.

Design and document key database components.

Assist database developers design and develop database components which are consistent with the design and standards.

Coordinate and conduct review of key completed database components.

Coordinate and conduct review of converted legacy data.

Set up and document JIS database performance monitoring procedures.

Periodically, monitor JIS database performance.

Provide performance tuning of JIS database components where needed to meet performance requirements.

Develop and unit test database components.

Performing routine database administrator duties, as needed, such as backups and refreshes

Deploy database schema, reference tables, and database components across the JIS environments (DEV, TST, STG and PRD). Coordinate deployment activities with the JIS IT Developer Lead.

Perform and/or coordinate the necessary database operations to support the technical testing of JIS:

· Load testing

· Stress testing

· Performance testing.

Performing and/or coordinating the necessary database operations to support the functional testing of JIS:

· Functional testing

· User Acceptance testing

· Parallel testing.

Document the JIS database.

Performing knowledge transfer to JCC IT staff designated to assume support, maintenance and operations of JIS database.

Attend periodic project status and review meetings.

Deliver weekly status reports; including tasks completed, planned tasks and outstanding issues requiring resolution.

Participate in ongoing weekly project team meetings.
