Open Source Analyst

Essential Job Duties:

  • Provides research and analysis for industry, infrastructure, technology, country, and geographic area, biographic and targeted vulnerability from many different sources and types of media
  • Collects data for reports based on the general and specific plans; creates and maintains products such as Media Source Guide, RFI products, edits translated material and publishes OSINT reports; compiles, creates, formats, and edits daily and weekly news analysis compilations from all source materials and media formats for publications
  • Applies knowledge of target area history, local customs, and current events
  • Monitors local/regional print media sources, radio, television and satellite transmissions, and provides assessments
  • Conducts internet searches of geographic and topical interest for inclusion in OSINT reports and products
  • Provides specialized analytical products using a combination of standard intelligence methods and business processes
  • The OSINT Intelligence Analyst will:

  • Conduct collection and exploitation of Publicly Available Information (PAI) via use of OSINT tools
  • Conduct exploitation of social media and public accessible databases
  • Produce Open Source intelligence (OSINT) Reports and other OSINT network analysis products
  • Gather, synthesize, and analyze open source intelligence information in support of objectives related to force protection, counterterrorism, counter narcotics, and other areas
  • Coordinate and collaborate with other intelligence disciplines to produce finished intelligence products, including threat assessments
  • Assess and provide recommendations on emerging OSINT methodologies and tools
  • Respond to Requests for Information (RFI)
  • Provide support to operational planning, technical papers, and other tasks as directed by customer
  • Qualifications
    Basic Qualifications:

  • Must possess an active Top Secret/SCI security clearance. US Citizenship required.
  • Graduate of Government OSINT Training courses OS301/OS302 or IC equivalent (DIA OS1, FBI OS101).
  • 5 years of specialized OSINT experience with appropriate military and civilian training in the intelligence analysis field
  • BA/BS degree. May consider a High School diploma and a minimum of 7 years’ experience.
  • Experience utilizing Commercial off the Shelf (COTS) OSINT tools which include but are not limited to the Berber Hunter Tool Kit applications (e.g., SILO, SCRAAWL, Data Miner, and Babel).
  • Demonstrated experience in a field related to OSINT research, collection management, or analysis or the exploitation of PAI or social media
  • Prior military or government analytical training (e.g., all source, SIGINT, HUMINT or GEOINT)
  • Must possess an evaluated target language proficiency meeting the Inter-Agency Language Round Table (ILRT) levels 4, and an English language proficiency meeting the ILRT levels 3, or DLPT score 2+
  • Preferred Qualifications:

  • Knowledge of scripting languages and technologies, including Python, Java, R Script, and JEMA
  • Knowledge of geospatial tools (e.g., ArcGIS, ESRI)

    Physical Requirements

    Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required.

    Work Environment

    Inside office/cubicle environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

    Equipment and Machines

    Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.

    Attendance

    Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice. Overtime is infrequent, but important when required (1%).

    Other Essential Functions

    Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
