This position is
located on one of the following inpatient clinical research units in the
Nursing Department (ND) at the NIH Clinical Center: medical-surgical, oncology,
pediatrics, behavioral health. The Clinical Research
Nurse (CRN) partners with multiple admitting institutes and provides services
to a diverse and changing patient population. This is a new graduate position
leading to the full performance level of GS-11. The new graduate will also
attend the Clinical Research Nursing Residency Program in the first year of
employment.

The National Institutes of Health (NIH), Clinical Center (CC),
is the 200-bed research hospital and ambulatory care research facility in
Bethesda, Maryland that supports the Intramural Research Program (IRP) of the
National Institutes of Health. It is the largest inpatient facility in the
country devoted exclusively to clinical research, and provides a full range of
services from ambulatory care to critical care and special procedures. The
focus at the CC on early phase and first-in-human clinical trials and on the
study of rare diseases makes it possible to rapidly translate scientific observations and
laboratory discoveries into new approaches for diagnosing, treating, and preventing
disease.

Duties
If you are selected for this
position your responsibilities will include:

  • Under the supervision of an experienced nurse or preceptor

o
Exercise the full domain of practice for the
specialty of clinical research nursing including providing clinical care to
research participants, supporting protocol implementation, data collection,
continuity of care, human subject’s protection.

o
Utilize nursing skills and associated technology to
provide nursing care to routine, uncomplicated, predictable patient populations
who are participants in biomedical research protocols, their families and
significant others. Care requirements are
determined by the scope of study participation, the clinical condition of the research
participant and the requirements and clinical effects of research procedures.

o
Monitor research
participant responses to study and clinical treatment. Interventions
adjusted based on findings, and adverse events / issues reported promptly to
the research team.

  • Incorporate evidence-based practice into nursing practice.
  • Support biomedical research through detailed
    observation, measurement, and accurate data collection related to pertinent
    assessment as defined by the protocol specifications and the nurse’s clinical
    judgment.
  • Safely and competently
    administer research interventions to consenting research participant including evaluating
    and documenting participant response.
  • Accurately document observations, identify trends
    and important findings, and effectively communicate this information to the interdisciplinary
    research team and nursing colleagues.
  • Provide feedback to colleagues and investigators on
    all issues affecting the quality of the research endeavor.
  • Protects research participant data in accordance
    with regulatory requirements.
  • Collaborate with team members to create and
    communicate a plan of care that balances clinical care needs with research
    needs and allows for safe and effective collection of clinical research data.
  • Contribute to multidisciplinary conferences and
    activities regarding research participant care and protocol implementation.
  • Effectively delegates work to support personnel.

EDUCATION
REQUIREMENT

Degree or
diploma from a professional nursing program approved by the legally designated
State accrediting agency at the time the program was completed by the
applicant.

AND

REGISTRATION
REQUIREMENT

Applicants
must have active, current registration as a professional nurse in a State,
District of Columbia, the Commonwealth of Puerto Rico, or a territory of the
United States. An applicant who has graduated from an approved nursing
educational program within the past 12 months may be appointed pending State
registration as a professional nurse within 6 months of appointment. No person
appointed pending registration may be retained beyond 6 months, or promoted, if
registration has not been attained.

Requirements for the GS-0610-07

You must
demonstrate in your resume at least one (1) year of qualifying experience
equivalent to at least the
GS- 05
level in the Federal Government.
Experience refers to paid and unpaid experience, including volunteer work done
through National Service programs (e.g., Peace Corps, AmeriCorps) and other
organizations (e.g., professional; philanthropic; religious; spiritual;
community; social). Volunteer work helps build critical competencies,
knowledge, and skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for all
qualifying experience, including volunteer experience. Examples of qualifying
experience include:
performing venipuncture to obtain blood specimens; recording
case histories to include taking temperatures, pulse, respiration, height,
weight and blood pressure; testing vision and hearing.

OR

One full
year of graduate education, if related.

OR

Meet one
of the requirements for superior academic achievement based on a) graduating
within the upper third of the graduating class in a college, university, or
major subdivision such as the College of Liberal Arts or the School of Business
Administration, based on completed courses; b) having a grade point average of
3.0 or higher out of a possible 4.0 as recorded on your official transcript, or
as computed based on 4 years of education, or as computed based on courses
completed during the final 2 years of the curriculum; or 3.5 or higher out of a
possible 4.0 based on the average of the required courses completed in the
major field or the required courses in the major field completed during the
final 2 years of the curriculum; c) being elected for membership in a national
scholastic honor society; or d) graduating within the top third of your class.

OR

A
combination of post baccalaureate education and experience that meets 100% of
the qualification requirements for this position.
