About the Position:

This is a Natural Resources Specialist position with the U.S. Army Corps of Engineers (USACE), Tulsa District, Operations Division. The location of the position is at the Whitefield Oklahoma Office.

Duties
As a Lead Natural Resources Specialist at the Lake Office, you will oversee the conservation, preservation, restoration and use of the project’s natural resources, develop guidelines, standards and procedures for analyzing public needs, and monitor recreation trends and developments for planning future facilities and programs. Duties will also include a strong emphasis for Environmental Compliance of a major Outgrant along with establishing/maintaining strong working relationships with Stakeholders/Partners. Duties are carried out by applying applicable federal, state and local recreation and natural resources laws, regulations and policies. Typical duties of the position include, but are not limited to:

  • Developing land and natural resources management plans.
  • Prescribing resource management actions and plans.
  • Coordinating management programs for major License/Outgrant.
  • Attending civic or public meetings to discuss recreation/resource management programs.
  • Coordinating recreational/Environmental management activities.
  • Patrolling and inspecting project land and waters providing visitor assistance.

Qualifications

In
order to qualify, you must meet the education and/or experience
requirements described below. Your resume must clearly describe your

Basic Education Requirement:

The 0401 occupation has specific educational requirements which apply to all positions.
Education above the high school level must have been completed in a
U.S. college, university, or other educational institution that has been
accredited by one of the accrediting agencies or associations
recognized by the Secretary, U.S. Department of Education. You must
either possess a 4 year degree in biological sciences or have a
combination of education and experience which is further explained below under experience required.

Education Requirements are as follows:

1)
A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related disciplines would be zoology, forestry, fisheries biology, wildlife ecology, environmental science, biology, botany range management, geology, and other biological science courses. The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

Combination of education and experience — Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Appropriate combination of education and experience generally requires that an applicant possess a core of educational credit, such as described in paragraph 1 above, plus additional education and/or experience in natural resources as described below.


Experience required:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-11:

Your resume must describe at least
one year
of experience which prepared you to do the work in this job.
Specialized experience is defined as:
One year of experience equivalent to the GS-09 grade level in the Federal Service performing the following duties:
1)
Protecting Natural Resources using conservation or environmental
planning methods in compliance with State and/or Federal Laws; AND
2)
Developing short-range plans for Outgranted recreation and park administration; AND
3)
Monitoring service contracts for Flood Risk Management facilities.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Natural Resources Management
  • Recreation Management
  • Budget and Contracting
  • Public Outreach

Education Substitution:

1)
Have 3 years of progressively higher level graduate education leading
to a Ph.D. degree or equivalent doctoral degree, in a related field.
Such education must demonstrate the knowledge, skills, and abilities
necessary to do the work.

-OR-

2)
Combination of education and experience with more than two years but
less than three years of progressively higher level graduate education
as described in 2 above. To compute the percentage, divide your total
months of qualifying experience by 12. Then divide your semester hours
of graduate education beyond two years by 18. Add the two percentages.
The total percentage must equal at least 100 percent to qualify.
