JOB SUMMARY:
Manages all medicaid sales and marketing functions and strategies for the district. Under the direction of senior management, assists in implementing operating policies and procedures, for medicaid programs and other related programs, that affect the department. Proposes, develops, and implements marketing plans. Achieves efficient and economical objectives that accomplish district profit, growth, and investment return.

MAJOR DUTIES & RESPONSIBILITIES:
1.Manages medicaid product planning and development for the district. Conducts customer and market research for potential products and services.

2. Collaborates with external organizations on potential partnership activities.

3. Manages advertising and medicaid promotion strategies for district. Plans and recommends advertising plans, public relations, and publicity. Responsible for creation and publication of all marketing material in line with marketing plans.

4. Consults with medicaid department head and determines marketing needs. Establishes goals to meet marketing needs and implements strategies to achieve goals. Protects the district’s interests by providing guidance regarding copyrights and trademarks, contracts, and external agreements related to marketing efforts.

5. Develops, monitors, and maintains effective relationships with administrators of school districts or educational organizations and business and community leaders who have the ability to influence external support of the district initiatives.

6. Prepares, updates, and implements Request for Proposal (RFP) for school-based medicaid programs and other related programs. Maintains effective internal and external communications to ensure that all relevant company functions are kept informed of marketing objectives.

7. Travels approximately 85% of the time to other school districts to market, implement, and monitor medicaid programs and other related products.

8. Performs other job-related duties as assigned.

EDUCATION: Bachelor’s Degree, Bachelor’s in Marketing and/or Business preferred

WORK EXPERIENCE: 3 to 5 years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Microsoft Office, Social media, Office equipment (e.g., computer, copier)

LEADERSHIP RESPONSIBILITIES:
Work Leadership. Regularly provides project management or team leadership to a group of two or more employees, but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT:
Work is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

BUDGET AUTHORITY: No budget development activity is required.

PROBLEM SOLVING: Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS: Decisions have moderate impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.

COMMUNICATION/INTERACTIONS: Collaborate and solve problems – works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS : Regularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems. Regularly explores alternative and creative solutions to meeting the needs of the customer within HISD’s policies and guidelines.

WORKING/ENVIRONMENTAL CONDITIONS: Work includes travel approximately 85% of the time. Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Ability to carry and/or lift less than 15 pounds.
