Position Summary

SALARY TARGET IS $81,271.55
. Final salary will be determined
in part by the qualifications of the selected candidate and may
be higher or lower than target.

Supervises activities of assigned division in the design,
development and administration of Authority Disadvantaged Business
Enterprise (DBE) programs to ensure they are in compliance with
federal and state laws relating to DBE and Equal Employment
Opportunity (EEO) participation. Coordinates out reach functions and
provides consultations to senior management on diversity programs
ensuring goals are effectively met.

Primary duties and Responsibilities

Directs assigned division within the Diversity department in the
administration of the Authority’s DBE certification process and/or
compliance management processes.

  • Plans, supervises, and directs the functions of personnel as
    related to the screening and review of firms seeking DBE
    certification eligibility and participation in the Business
    Development Program.

  • Plans, supervises, and directs the functions of personnel as
    related to monitoring, investigating, and maintaining compliance
    with DBE requirements.

  • Provides assistance in analyzing financial data and corporate
    documents in determining certification eligibility and DBE compliance.

  • Reviews data prepared by staff and assists with highly
    complicated issues.

Participates in the development and administration of the DBE
Program and its policies, goals, and objectives.

  • Represents the Authority in DBE related matters.
  • Reviews and educates staff on the laws and regulations
    required for DBE certification and compliance.

  • Researches special and/or complex DBE/EEO issues and develops
    related documents and solutions.

  • Reviews materials and recommendations from Officers regarding
    DBE goals, participation, certification, and compliance.

Plans and participates in outreach activities to recruit
potential DBEs for the program in an effort to increase DBE
contracting opportunities and the pool of available DBE firms.

Assists team in establishing the Authority’s annual DBE goal
in accordance with USDOT regulations and other applicable
regulations. Participates in determining DBE contract
specific goals for federally funded projects.

Hires, trains, develops, monitors, and evaluates staff.
Reviews and recommends personnel actions for approval.

Performs related duties as assigned.

Qualifications

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Business, Public Administration, Law, or
    a related field, plus four (4) years of experience
    developing and/or implementing DBE and EEO programs, or an
    equivalent combination of education and related experience.

  • Must possess a valid State of Illinois driver’s license.

PHYSICAL REQUIREMENTS

  • Requires sitting for extended periods of time, standing,
    visual acumen, manual dexterity and fingering for working
    with computer keyboards.

  • Requires navigating through construction sites to perform site
    visits under usual construction conditions.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of applicable laws and regulations.
  • Working knowledge in accounting, finance, tax, credit
    analysis, procurement, contracts, or construction
    practices and principles is preferred.

  • Working knowledge of the methods and techniques of financial analysis.
  • Working knowledge of the methods and techniques of contract reviewing.
  • Working knowledge of the needs and concerns of participants in
    the DBE program.

  • Good oral and written communications skills and organizational skills.
  • Good interpersonal skills in dealing with external groups
    and/or organizations.

  • Intermediate computer skills applicable to this position,
    i.e., related database software, technical reporting, and
    statistical analysis.

  • Good customer service skills.
  • Ability to develop and coordinate informational meetings on
    DBE/EEO programs.

  • Ability to plan and participate in outreach activities.
  • Ability to work independently.
  • Ability to work with sensitive information while maintaining
    strict confidentiality.

  • Ability to work collaboratively with other operational
    departments i.e., Law and Purchasing Departments.

  • Ability to plan and participate in outreach activities to
    recruit potential DBEs, increase DBE contracting opportunities
    and increase the pool of available DBE firms.
