Manager, Application Development

Job Summary:

The Manager of Application Development manages the application development staff, who in turn design databases, develop custom web applications and middle-ware, assist in development and configuration of acquired Enterprise Applications, optimize application performance, maintain code, and provide support. This position may take an active role in projects as a developer and analyst, and consults on new technologies, environments, and other IT Services decisions related to the hosting and development of web applications, lead and facilitate internal, operational projects such as environment patches, upgrades and system migrations and will share responsibility for departmental strategy and operations. This position will manage staff and provide mentoring and assistance with projects—preferably as advisers—when necessary. Managers may serve as services managers for the purposes of the IT Services catalog.

Responsibilities:

50% Departmental & IT Services leadership

  • Hire, manage, and mentor staff, helping each maintain a balanced portfolio of work that meets the strategic goals for EAS and IT Services.
  • Collaborate with other groups in IT Services as needed (consulting on projects, serving on committees, assisting with interviewing, etc.), particularly as a technical and subject-matter expert.

20% Develop & maintain University web applications and tools

  • Assist in design and evaluation of project plans and requirements.
  • Design databases and webpages in appropriate programming platforms, developing middleware where appropriate and following coding guidelines including style and security guidelines.
  • Participate in testing, security review, and support of web applications.
  • Ensure that sites continue to meet evolving standards.
  • Manage service continuity through operational upgrades and changes in infrastructure.
  • Lead and assist in research, selection, and implementation of major tools for strategic needs such as the campus event calendar and web hosting infrastructure.

15% Guarantees security of web applications

  • Perform security audits of web application code, including manual audits (eyeballing), penetration testing and automated testing.
  • Perform automated security testing on vendor products and external code-bases and provides application security consulting as needed.
  • Collaborate with ITS Information Security Team to develop and maintain application security policies, materials, tools and documentation.

15% Contribute to the evolution of web standards and procedures at the University

  • Maintain expert knowledge of user-centric design principles, web technologies, and best practices through training and research.
  • Lead the evolution of our standards, processes, tools, best practices, and documentation, and ensure they are enforced within the team.
  • Other duties as assigned

Competencies:

  • Expert experience with: Object Oriented PHP, JavaScript, and MySQL and/or Microsoft SQL Server required.
  • Solid understanding of standards-compliant, semantic HTML, CSS, and JavaScript required.
  • Self-motivation and the ability to take initiative required.
  • The ability to prioritize multiple projects and independently follow through with detail required.
  • The ability to conceptualize a course of action and organize its successful completion required.
  • The ability to formulate, design, and implement complex projects required.
  • The ability to read communication styles of team members who come from a broad spectrum of disciplines, and the ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments required.
  • Wire-framing or rapid prototyping skills using tools such as Visio or Axure preferred.

Additional Requirements

Education, Experience and Certifications:

Education:

  • Bachelor’s degree in computer science or related field OR equivalent web application programming experience or coursework required.

Experience:

  • Minimum seven years of professional programming and testing experience with PHP, JavaScript, Java, and/or open source technologies such as Drupal, uPortal and Bedework required.
  • Minimum five years of experience with Object Oriented Programming, particularly in PHP or Java required.
  • Minimum five years of data modeling or database design experience required.
  • Minimum five years of staff management experience preferred.
  • Minimum five years of client management experience preferred.
  • Minimum five years of demonstrable web project management experience preferred.
  • Professional experience within a higher education environment preferred.
  • Experience designing and coding web and/or native apps for mobile environments preferred.
  • Experience with configuration and maintenance of sites in cloud/hosted environments preferred.
  • Experience with: Open source technologies such as PHP, Drupal, and Bedework, Git, and/or Oracle preferred.

Technical Knowledge or Skills:

  • Excellent verbal and written communication skills required.
  • Excellent interpersonal and collaborative skills, including customer service and the ability to defuse tension required.
  • Excellent analytical skills required.
  • Excellent organizational and time management skills required.
  • Wire-framing or rapid prototyping skills using tools such as Visio or Axure preferred.
