MANAGER ACCOUNTING

Reports To: Assistant Director, Administrative Services

Supervises: Senior Accountants, Staff Accountants, other departmental staff

Purpose of Classification

Under general direction plans, organizes and directs the activities of the Accounting Division of the Administrative Services Department. Supervises and performs accounting operations; develops, implements and revises accounting systems, procedures and internal controls; oversees preparation of financial reports for City Council, Senior Management and Department usage. Coordinates outside audit and preparation of comprehensive Annual Financial Report.

Distinguishing Characteristics

This single position classification is a Section Manager level found in the Administrative Services Department. Through subordinate supervisors, the incumbent is responsible for managing areas such as payroll, billing, accounts payable, accounts receivable, general ledger, grants accounting, capital project accounting, fixed asset accounting, Enterprise Fund accounting, and other accounting related activities for all City funds. The position supervises a staff of professional and clerical employees and works closely with the other Administrative Services Department Managers (Budget, Purchasing, Real Estate and Treasury ) as well as the Utilities and Public Works Department head and division heads to coordinate financial reports, preparation of budget, revenue and expenditure forecasts and other fiscal activities

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Oversees the automation of accounting and financial functions for the City’s centralized accounting system, as well as the conversion of existing data, either in manual or in automated form, to the new system. – Oversees automation of capital project accounting and related job cost accounting.
– Initiates accounting policy and procedure recommendations for all City operations to the Director of Administrative Services.
– Coordinates pro-active planning for changes in the financial environment and interfaces with other City departments in the development and implementation of new procedures and in training on their application.
– Supervises the timely preparation of financial reports to city, county, state, and federal agencies, banks, and other financial institutions.
– Reviews procedures in the areas of accounting, revenue control and investments, budget, purchasing, contract administration, enterprise and other financial functions for adherence to internal control concerns and efficiency of operation.
– Ensures the accuracy and timeliness of financial information and its distribution to other City departments.
– Oversees maintenance of fixed asset systems, including recordation of additions, retirements, and calculation of depreciation.
– Oversees reconciliations of all Enterprise billing accounts.
– Oversees accounting for Enterprise capital projects, including maintenance of job ledger system.
– Reviews financial worksheets and reconciliations of all funds, projects, activities and accounts in the financial data base, including the City’s
Enterprise funds.
– Interacts with external and internal audit staff in reviews of accounting systems and control, and oversees implementation of recommended changes to such systems or control procedures.
– Provides information for Enterprise rate making section.
– Responds to requests for information and assists City departments, governmental agencies, and the public on City finance and accounting policies.
– Manages, trains and evaluates assigned staff, cultivates career development within the finance profession.
– Administers financial provisions of all major expenditure contracts; monitors all capital improvement project expenditures and expenditure of grant funds.
– Ensures compliance with federal laws (including IRS regulations), state laws and municipal codes as determined by City Attorney.
– Perform related duties and responsibilities as required.

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through: – Possession of a Bachelor’s Degree from an accredited college or university with a major in Accounting, Business, or Public Administration, or other closely related field.
– CPA certificate or Master’s Degree in Accounting or Business Administration required, and
– Five years experience involving increasing responsibility in accounting and financial work including considerable management and supervisory experience. (Government accounting experience preferred.)
