Summary

The Management and Program Analyst provides leadership in the area of information technology within the Fiscal Service at the VA Boston Healthcare System in Jamaica Plains, MA.

Responsibilities

Some of the major duties of the position are:

  • Perform a variety of analyses, reporting, project management, and training activities.
  • Develop applications utilizing various software products.
  • Provide customized tools and reports to management.
  • Provide technical assistance to end users.
  • Provide operational support to customers.
  • Maintain software’s and tools for financial management activities.
  • Respond to ad hoc requests from business lines and management.
  • Possess experience of a variety of computer technology such as: Pyramid, Microsoft Management Studio, Microsoft Reporting Services, Share Point, Excel, Access, SQL. to statistical reporting and financial analyst.
  • Perform data management, data analysis, and statistical analysis techniques, operations research techniques (e.g. simulation, linear programming)for financial services.
  • Serve as staff assistant for the financial and statistical reporting and analysis functions.
  • Work Schedule: Monday through Friday from 8:00am – 4:30pm

  • Qualifications
    SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience which equipped them with the specific knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the GS-11 level in the Federal service. Specialized experience includes: Examples of specialized experience may include: Through the use of a variety of computer technology including, Pyramid, Microsoft Management Studio, Microsoft Reporting Services, SharePoint, Excel, Access, Veteran Support Service Center and Finance Data Warehouse; perform data analysis to determine quality, utilization, and effectiveness of a multitude of hospital operations. In addition, reports will be created to identify patterns and outliers as tools for Fiscal management decision support; statistical theories to link correlations and analysis of the reports; staff assistant for the financial and statistical reporting and analysis function. NOTE: A full year of work is 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.     Physical Requirements: The work is primarily sedentary. However, the employee may be subjected to stressful situations
    since network and interactive applications tend to require very timely response to problems. Travel to other facilities and conferences are required.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee’s credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
