LIQUOR CONTROL SPECIAL AGENT I

DISTINGUISHING FEATURES OF WORK:

Under general supervision, conducts field investigations concerned with the enforcement of the provisions of the Illinois Liquor Control Act; conducts investigations of firms engaged in the manufacture, distribution or retail sale of alcoholic beverages; examines invoice vouchers, sales receipts and related financial books and records; notes Liquor Control Act violations and issues warning notices and citations; presents expert testimony in Liquor Control Commission court cases.

ILLUSTRATIVE EXAMPLES OF WORK:

  • Conducts field investigations of businesses and firms engaged in the manufacture, distribution or retail sale of alcoholic beverages in the State of Illinois.
  • Conducts on-site inspections of retail liquor operations; inspects premises for evidence of code violations, e.g., expired liquor licenses, broken seals or missing liquor tax stamps, sale of liquor to minors, general sanitary conditions, etc.
  • Examines shipment orders, invoice vouchers, sales receipts and related financial books and records to determine compliance with the Illinois Liquor Control Act.
  • Examines liquor license applications and permits; interprets and explains rules, regulations, and procedures to applicants and licensees.
  • Participates with state and local law enforcement and regulatory agencies in the investigation of suspected fraudulent or illegal liquor manufacturers, distributors or retailers.
  • Investigates public complaints involving the liquor industry; issues warning notices and citations of liquor control violations.
  • Prepares comprehensive case reports of each investigation; notes violation and necessary corrective action; confers with supervisor regarding habitual violations of the Liquor Control Act.
  • Serves as an expert witness in Liquor Control Commission court cases.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

DESIRABLE REQUIREMENTS:

Education and Experience

  • Requires knowledge, skill and mental development equivalent to completion of two years college with coursework in accounting, pre-law, law enforcement, or related field.
  • Requires one-yearexperience in general law enforcement or related field.

Knowledges, Skills and Abilities

  • Requires working knowledge of common business practices and procedures to include knowledge of bookkeeping and accounting practices.
  • Requires working knowledge of effective methods of investigation and what constitutes legal evidence.
  • Requires working knowledge of Illinois Liquor Control Commission laws and regulatory practices.
  • Requires ability to conduct assignments of a routine nature employing basic investigative methods and techniques.
  • Requires ability to interpret and enforce the applicable provisions of the Illinois Liquor Control Act (Chapter 43, Illinois Revised Statutes).
  • Requires ability to exercise sound judgment and discretion in analyzing and evaluating facts and evidence and in preparing comprehensive case reports.
  • Requires ability to establish and maintain effective and cooperative working relationships with state and local law enforcement and regulatory agencies, the general public and members of the liquor industry.
  • Requires willingness to work irregular hours and travel frequently.
  • Requires possession of an appropriate valid driver’s license. In addition to English verbal and written skills, candidates may be required to translate, speak and write a foreign language at a colloquial skill level. Some positions may require manual communication skills.
