Land Records Technician II

Provides a variety of support activities relating to Land Records as well as assisting the public with boundary and ownership queries.

Distinguishing Features of the Class

A Land Records Technician II performs complex work under general supervision and according to pre-defined guidelines.

Essential Functions

Land Records Technician II

• Scans and indexes documents and maps;

• Acts as cashier for front counter customers purchasing maps and GIS data;

• Answers general questions and provides information about policies, procedures and services;

• Performs database queries to determine ownership;

• Interprets maps, surveys, plats, deeds and similar documents to obtain data and to determine property legal descriptions and similar boundaries

• Operates multi-line telephone to receive and route calls and takes messages;

• Assists the public with map and ownership queries.

• Researches parcel status and history using GIS software.

• Evaluates and processes deeds to determine appropriate mapping, ownership and parcel actions;

• Maintains database of ownership records and parcel maps;

• Researches complex ownership and boundary problems.

Additional Functions

• Assists administrative staff in the receipt of homeowner’s exemption applications and property tax reduction applications;

• Performs related functions as required.

Job Requirements

Land Records Technician II

• High school diploma or equivalent;

• At least one year of related work experience;

• Experience with property tax systems preferred;

• Knowledge of modern office equipment, practices and procedures;

• Knowledge of business English grammar, spelling and punctuation and math;

• Knowledge of proper telephone and office etiquette;

• Knowledge of the functioning of local government;

• Knowledge of COGO (coordinate geometry) and GIS software;

• Knowledge of real estate transfer and financing practices;

• Knowledge of property conveyance and title law, including types of deeds and types of ownership;

• Knowledge of property boundary descriptions, including township/range/section, lot-and-block, and metes-and-bounds descriptions.

• Skill in the operation of a personal computer;

• Skill in the operation of Microsoft Office Suite and other office-related computer software;

• Ability to draft correspondence, letters, memos;

• Ability to do public records research using various databases and maps;

• Ability to analyze moderately complex legal descriptions and title chains;

• Ability to understand laws, regulations, and policies related to ownership and boundaries;

• Ability to learn complex parcel database software, and parcel and document viewing software;

• Ability to maintain effective working relationships.

Other Requirements

• Must adhere to a professional code of ethics as a sworn Deputy Assessor.

Work Environment and Physical Demands

• Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;

• May be required to lift up to 25 lbs.;

• Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
