APPOINTMENT TYPE

Permanent Exempt appointment not to exceed three (3) years. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

ABOUT US

The San Francisco Recreation and Park Department manages and maintains more than 220 parks, playgrounds, and open spaces in the city, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 28 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts and Lake Merced.

POSITION DESCRIPTION

The 5201 Junior Engineer position will play a crucial role in an important initiative in the Public Utilities Commission’s (PUC) and Recreation & Park Department’s (RPD) efforts for regional water conservation in the SF Bay Area. The 5201 position is required to support RPD’s efforts in the field assessment, inspection, and evaluation of irrigation systems in Golden Gate Park (GGP) and Lincoln Park Golf Course for the purposes of future conversion to recycled water usage as part of the SF PUC’s Westside Recycled Water Project. In GGP this conversion will also include the decommissioning of existing RPD groundwater wells and hydraulic analysis of a new pressurization scheme for the irrigation network. The position will participate in the creation and review of as-built irrigation system drawings for these facilities and participate in and review recommendations on irrigation system code compliance, hydraulic modeling, and retrofit designs. Overall, the position will participate in:

* record searches for RPD irrigation and water utilities,

* the field evaluation and inspection of irrigation systems,

* development of field assessment strategies,

* preparation and review of as-built irrigation drawings and plans,

* preparation of irrigation system retrofit plans and designs,

* review and comment on plans, drawings, specifications and maps,

* preparation and review of a hydraulic model of the GGP irrigation network,

* coordination of RPD staff to assist PUC’s cross connection and leak detection tests of water systems,

* participate in permitting and regulatory recommendations especially regarding Title XXII code requirements,

* migrate AutoCAD data into RPD’s GIS database, and

* develop and implement field and documentation procedures to ensure ongoing recycled water regulatory compliance.

The position will report to the Golden Gate Park Superintendent for the GGP component of the project and to the Golf and Turf Manager for the Lincoln Park component of the project. The incumbent will work extensively with RPD field staff and PUC consultants in the field assessment and review of irrigation system condition and components. The incumbent will work collaboratively with departmental staff and outside consultants. The position will take the lead on the review of drawings and plans produced by PUC consultants and will ensure the field accuracy of these work products. The incumbent will work across divisions within RPD in gathering and assessing data for the project and will perform other related duties as assigned.

Minimum Qualifications
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. 1. Possession of a baccalaureate degree or graduate degree from an engineering program that is accredited by the Accreditation Board for Engineering and Technology (ABET) with a major in the field of study related to the specialty area defined for each position;

OR

2. Possession of a baccalaureate degree or graduate degree from a non-ABET accredited engineering program with a major in the field of study related to the specialty area defined for each position; AND possession of a valid Engineer-in-Training certificate issued by the National Council of Examiners for Engineering and Surveying (NCEES).

Required Engineering Degrees per specialty:

Civil: Architectural Engineering, Civil Engineering, Environmental Engineering, Geotechnical Engineering, Sanitary Engineering, Structural Engineering, Traffic Engineering, Transportation Engineering, Water Resources Engineering, or Engineering Management

Electrical: Electrical Engineering

Mechanical: Aeronautical Engineering, Aerospace Engineering, Materials Engineering, Mechanical Engineering, or Mechatronics Engineering

Environmental: Bio-chemical Engineering, Chemical Engineering, Civil Engineering, Environmental Engineering, Industrial Engineering, Mechanical Engineering or Sanitary Engineering

Transportation: Civil Engineering, Transit Engineering, Transportation Engineering or Traffic Engineering

OR


3. Possession of a Professional Engineer (PE) license in the field required for each specialty from the California Board of Professional Engineers, Land Surveyors and Geologists.

Note: Most positions require a valid California driver license.

DESIRABLE QUALIFICATIONS :

* Proficiency in AutoCAD and ESRI ArcMap

* Demonstrated experience in the assessment, design, management and construction of landscape irrigation systems.

Flexible Staffing
Promotional Opportunities under the Flexible Staffing Program:

Permanent incumbents in class 5201 Junior Engineer are eligible to advance to positions in the Assistant Engineer class after obtaining an Engineer-in-Training Certificate from the National Council of Examiners for Engineering and Surveying, completing one year of satisfactory service with a performance evaluation of competent and effective as a Junior Engineer within the same department, and with the approval of the Appointing Officer. Promotion to the Assistant Engineer class is not automatic.

Flexible Staffing lists will be established for class 5203 Assistant Engineer when the incumbent has met the following requirements:

* permanent civil service appointment as a 5201;

* completion of one year of satisfactory service as a 5201;

* certification as an Engineer-in-Training; and

* the department requests to flexibly promote an incumbent into an approved budgeted position.

Eligibility period of qualifying Permanent Civil Service 5201 Junior Engineer to be promoted through the Flexible Staffing Program from class 5201 to class 5203 Assistant Engineer will be within 5 years from the date of appointment to a PCS position in class 5201.
