Under direct supervision through the chain-of-command, this position performs the duties of the job in a high to moderate security setting. Assists detention deputies with the booking and releasing process of inmates through direct contact with inmates, updates inmate files, and performs a variety of jail related clerical duties.

Essential Duties and Responsibilities:

Enters and retrieves data from various computer systems, questions inmates to gather data necessary to process and book inmates; builds, maintains and updates physical and electronic records; interprets and updates bailiff sheets and Court orders.

Completes initial suicide and medical intake assessment screening questions with arrestees.

Responds to telephone inquiries and/or greets the public, law enforcement personnel, and other members of the criminal justice system, directing them to the appropriate personnel.

Enters and locates law enforcement related data from various local, state and national computer systems.

Sends and receives information with local, regional, state and national law enforcement or related agencies by telephone, fax and NCIC/ILETS law enforcement computer systems.

Receives bail money and bonds; enters and disperses money from inmate accounts.

Communicates, in written and verbal form, general information and verifies information for and with a wide variety of people, including law enforcement officers, dispatchers, courts, attorneys, the public, and inmates.

Maintains and tracks Court ordered inmate treatment and school releases.

Operates security doors from a touch panel computer system as assigned.

Maintains constant watch for security issues and breaches; reports security concerns to supervisor.

Verifies warrants as requested by law enforcement personnel.

Performs well being checks of inmates in Booking and records condition and behavior of inmates.

Maintains organization of inmate property in the Property Room; tracks personal property of inmates sentenced to State Prison and coordinates the release and disposition of State inmate property.

Stocks and maintains office supplies and Jail’s property issued to inmates.

Assists other clerks and deputies with clerical duties as needed.

Performs these duties and responsibilities during scheduled work hours, shift differential, weekends and holidays as stipulated by Policy #210.

Non-exempt staff may be required or requested to work overtime as stipulated by Policy #211

Maintains a positive, helpful, constructive attitude and working relationship with the department supervisor and departmental employees, other County employees, Elected Officials and the public.

The person in this position is authorized access to such private information as a condition of employment to the extent necessary to perform their duties. As an employee of the county, employees are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be very careful not to release this information to the public or to other individuals, including but not limited to county employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know as described in Idaho Code Section 9 et.seq. Any questions regarding release of such information to another person should be directed to their supervisor, elected official, or their designee.

Marginal Duties:

Write receipts for personal property brought in for inmates from the general public and make entry of same in Spillman system.

Testify in Court as required.

May respond in writing to inmate complaints and requests.

Performs other duties as assigned.

Qualifications:

EDUCATION AND/OR EXPERIENCE: High school diploma or general education degree (GED) and a minimum of six (6) months related experience and/or training; or equivalent combination of education and experience. Must successfully complete 320 hour Jail Booking Technician Training Program, as well as successfully complete a probationary period of six-months.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid driver’s license and be insurable. Must possess or have the ability to carry and use pepper spray (OC); and obtain certification to use the NCIC and ILETS (law enforcement) computer systems during employment. CPR and AED certification must be obtained and regularly maintained.

Supplemental Information:

TECHNOLOGY EQUIPMENT AND TOOL SKILLS: Competent ability to use varied and frequently changing software applications, computer equipment and associated peripherals, including but not limited to: Microsoft operating systems and office products; databases specific to public safety and county government; secure and legal use of the internet, electronic e-mail and basic communications devices including mobile phones and public safety radio equipment; ability to use office phones, copy machine, printer, calculator and general office equipment. Additionally this position requires an ability to adapt to new application and hardware releases; follow manuals and read complicated instructions and understand and carry out technical oral and written instructions; type at a rate required for successful job performance. Computer use is accomplished within defined procedures, but judgment and initiative are required.

LANGUAGE SKILLS : Ability to read, analyze, and interpret documents, manuals, publications, and information. For example: general business periodicals, professional journals, technical procedures, operations manuals, policy and procedure manuals, or governmental regulations; to write original reports, business correspondence, and procedure manuals; to effectively present information and respond to questions in one-on-one situations and from groups of managers, clients, customers, and the general public. Excellent oral and written communication skills. Ability to read, write, hear, and speak in English.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; compute rate, ratio, and percent and to draw and interpret bar graphs; perform basic mathematical computations and write basic mathematical formulas in spreadsheets.

REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form or from vague sources and references; deal with problems involving several concrete variables in standardized situations and develop and implement solutions; prioritize work time, sequence and research information to complete work assignments; interpret different kinds of work situations and make decisions as to next step or draw conclusions; prioritize work; to adapt; to methods to new situations; to find alternative solutions by weighing alternatives and developing action plans and to multi-task duties. Interruptions in work are expected.

While performing the duties of this job, the employee is regularly required to use hands and fingers, handle, or feel; frequently required to walk; sit and reach with hands and arms; occasionally required to stand; climb or balance and stoop, kneel, crouch, or crawl.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds with or without assistance, and with or without the aid of devices and/or equipment designed to assist in the lifting effort.

Working conditions include being subject to exposure to potentially violent persons and working with high risk individuals (i.e. former felons, indigents, etc.); and regular exposure to bodily fluids, germs, bacteria, illegal drugs and other contraband, and virus through contact with inmates.

The noise level in the booking area includes jail radios that are loud in order for technicians to hear them, door slamming, operation of large metal mechanical doors, loud shortwave radio traffic, various speakers/intercom systems being utilized at once, telephones ringing, technicians giving instruction at the booking/release counter; all which is occurring simultaneously, making for a very loud work environment.

Booking Clerksare regularly exposed to profane language by inmates verbally attacking staff and inmates making obscene gestures. On occasion, these employee witness inmates exposing their body parts in an offensive manner directed at staff.

Booking Clerks are regularly exposed to body odors and foul odors emanating from inmate lavatories located in holding cells which are in the booking area.

Booking Clerks must demonstrate good hearing, maintain a high level of awareness, and be able to multi-task work.
